About this opportunity
The Office of Insular Affairs (OIA), under the Department of the Interior, is soliciting funding proposals for the Brown Treesnake (BTS) Control Program to prevent the migration of invasive brown treesnakes from Guam to other U.S. jurisdictions, suppress and control the species on Guam to restore native ecosystems, prevent electrical outages to civilian and military facilities, and develop eradication capabilities. Eligible applicants are limited to members and active participants of the Brown Treesnake Technical Working Group, including representatives of the governments of Guam, the Commonwealth Northern Mariana Islands, and Federal Agencies. Key funding priorities include civilian sector operational snake interdiction at air and seaports on Guam and the CNMI, rapid response training capabilities in the CNMI, Hawaii, and Freely Associated States, and development of new technology or alternative tools for landscape-scale suppression. Merit review evaluates applications on OIA Brown Treesnake Program priorities (40 points), project narrative quality (30 points), and budget clarity and detail (30 points). The application deadline is June 8, 2026, at 5:00 p.m. ET, with submission required through Grants.gov; all applicants except individuals must obtain a Unique Entity Identifier (UEI) through SAM.gov prior to submission.
The program provides an estimated $4,000,000 in total funding with an anticipated 7 awards, with no cost sharing required and no established award floor. Projects will be funded for a three-year period from October 1, 2026, to September 30, 2029, with final funding decisions to be completed by September 30, 2026. Performance of work will take place primarily on Guam and throughout the Commonwealth Northern Mariana Islands, with potential project activities extending to Hawaii and the Freely Associated States. Recipients must comply with 2 CFR 200 regulations, submit semi-annual Performance Progress Reports and Federal Financial Reports within 30 days of each reporting period, and ensure all funded projects display appropriate OIA branding indicating federal funding support.
