About this opportunity

The Department of Education's Office of Special Education and Rehabilitative Services is seeking grant applications for the Rehabilitation Long-Term Training Program, specifically targeting training programs for rehabilitation professionals serving individuals who are hard of hearing. This grant opportunity (ALN 84.129Q) aims to address personnel shortages in vocational rehabilitation by providing financial support for academic training programs. Grantees are required to award at least 65% of project funds as scholarships to students (RSA scholars), who will be trained to develop specialized skills in supporting individuals with hearing disabilities. The program seeks to train professionals with competencies in communication, assessment, and support strategies for deaf and hard of hearing populations. Eligible applicants include states, public or private nonprofit agencies, organizations, Indian Tribes, and institutions of higher education. The application deadline is July 17, 2025, with applications to be submitted electronically following the Department of Education's Common Instructions for Discretionary Grant Programs.

The total estimated funding for this grant opportunity is $15,000,000, with an estimated 2 awards anticipated, each with a maximum of $150,000 per budget period. The project period can extend up to 60 months (5 years), providing a substantial timeframe for comprehensive training program development. Successful applicants will be expected to develop academic training programs that emphasize skills in sign language, assistive technology, and effective communication strategies for rehabilitation professionals specializing in services for deaf and hard of hearing individuals. The grant will support the creation of academic training that addresses critical personnel shortages in vocational rehabilitation services. While the primary performance location will be at the awarded academic institutions, the ultimate goal is to prepare professionals who can provide rehabilitation services across various community and clinical settings.
