About this opportunity

The U.S. Department of Education's Office of Special Education and Rehabilitative Services (OSERS) is seeking competitive grant applications from State Educational Agencies (SEAs) in the 50 states, District of Columbia, Puerto Rico, and outlying areas to reform and improve personnel preparation and professional development systems for early intervention, educational, and transition services serving children with disabilities. Applicants must submit comprehensive State Personnel Development Plans that address state and local personnel needs, establish partnerships with local educational agencies and institutions of higher education, and allocate at least 90 percent of funds toward professional development activities. A mandatory absolute priority requires applicants to prioritize and expand Registered Apprenticeships in education, particularly for special educators, including developing pathways for paraprofessionals and career changers to earn credentials while employed. Evaluation will be conducted through peer review based on criteria from Education Department General Administrative Regulations (34 CFR Part 75.210), assessing applicants' capacity to enhance personnel preparation frameworks and achieve measurable outcomes for students with disabilities through evidence-based professional development. All applications must be submitted electronically through Grants.gov by June 16, 2026 at 11:59:59 p.m. Eastern Time, with inquiries directed to Jennifer Coffey at (202) 987-0150 or Jennifer.Coffey@ed.gov.

Estimated total available funding is $7,301,695, with individual awards ranging from $500,000 to $2,100,000 for the 50 states, District of Columbia, and Puerto Rico, and not less than $80,000 for outlying areas. Based on FY 2025 funding levels, approximately seven awards are anticipated with an estimated average award size of $1,000,000. Projects must have a duration of one to five years, with continuation awards available annually based on demonstrated progress and fund availability. Grant recipients must conduct independent evaluations and report on four program performance measures related to evidence-based practices implementation, improvement efforts, fund sustainability, and educational outcomes for children with disabilities. Performance will occur within respective state educational systems and local educational agencies throughout the project period.
