About this opportunity

The Department of Education's Office of Elementary and Secondary Education seeks to establish comprehensive centers that provide capacity-building services to state educational agencies, regional educational agencies, local educational agencies, and schools to improve educational opportunities, close achievement gaps, and enhance instructional quality. This FY 2026 competition encompasses three distinct funding tracks: Regional Centers (15 awards), Content Centers (3-4 awards), and one National Center, with applicants required to demonstrate expertise in evidence-based program implementation, technical assistance delivery, and client-driven service provision. Eligible applicants include research organizations, institutions of higher education, agencies, and partnerships thereof with demonstrated capacity to deliver intensive, targeted, and universal capacity-building services aligned to state and local priorities. Applications will be evaluated on Significance (20-30 points depending on center type), Quality of Project Design (40-55 points), and Quality of the Management Plan (30-35 points), with potential competitive preference points (5-10 points) available for entities designated by governors or chief state education officials. The application deadline is June 30, 2026, with all submissions required through Grants.gov and compliance with the 2025 Common Instructions for ED Discretionary Grant Programs published August 29, 2025.

The total estimated available funding is $45,515,000 distributed across the three competitions: Regional Centers up to $36,065,000 (with maximum annual awards ranging from $1,000,000 to $5,265,052 depending on region), Content Centers up to $3,450,000 (with maximum annual awards of $1,150,000), and the National Center $6,500,000 (maximum annual award of $6,750,000). Projects will operate for up to 60 months (five years), with the National Center receiving a single 12-month budget period and an intergovernmental review deadline of September 8, 2026. Performance requirements include establishing annual client-driven service plans, implementing performance management systems, participating in national program evaluation, and maintaining a 5 percent annual set-aside for emerging needs, with all applicants required to register in SAM.gov prior to submission.
