About this opportunity
The Department of Education's Office of Elementary and Secondary Education is seeking applications for the Education Innovation and Research (EIR) Program Mid-Phase Grants, designed to create, develop, implement, replicate, or scale entrepreneurial, evidence-based innovations to improve student achievement for high-need students. Eligible applicants include 501(c)(3) nonprofits, tribal governments, independent school districts, and other specified entities. The program requires applicants to provide a 10% matching contribution and conduct an independent evaluation of their proposed innovation. Key evaluation criteria will focus on the project's significance, strategy to scale, design quality, and evaluation methodology. The application deadline is October 14, 2025, with applications to be reviewed by panels of peer reviewers who will rank proposals based on published selection criteria.
The grant opportunity will award approximately $253 million through 8-15 individual grants, with maximum award amounts up to $10 million for a 60-month project period. An absolute priority is placed on promoting evidence-based literacy instruction, with competitive preference given to projects that return education leadership to states and expand high-impact tutoring. At least 25% of the funds will be used for awards serving rural areas, contingent on receiving sufficient quality applications. The Department of Education anticipates funding projects that can generate rigorous evidence of effectiveness in improving educational outcomes, particularly for high-need student populations.

Purpose of Program: The EIR program, established under section 4611 of the Elementary and Secondary Education Act of 1965, as amended (ESEA), provides funding to create, develop, implement, replicate, or take to scale entrepreneurial, evidence-based (as defined in this notice), field-initiated innovations to improve student achievement and attainment for high-need students; and to rigorously evaluate such innovations.
This notice invites applications for Mid-phase grants only. The notice inviting applications for Expansion grants within the EIR program is published elsewhere in this issue of the Federal Register. The Department does not intend to offer an Early-phase competition, yet may fund high-scoring, unfunded applicants from any of the FY 2024 EIR competitions.
