About this opportunity

The Health Resources and Services Administration is forecasting the Nurse Education, Practice, Quality, and Retention-Transition to Practice Program (NEPQR-TPP), a competitive grant opportunity with an application deadline of July 17, 2026, that seeks to increase the nursing workforce and address nursing shortages in rural and medically underserved communities through innovative educational and clinical training opportunities.

Eligible applicants include accredited schools of nursing, healthcare facilities (including federally qualified health centers and nurse-managed health clinics), and partnerships between such entities, provided they are domestic organizations. The principal investigator or project director must be a licensed registered nurse. Applicants must be domestic organizations; individuals are not eligible.

HRSA anticipates awarding 33 grants totaling $24,262,837 in fiscal year 2026. Each award provides up to $750,000 per year for four 12-month budget periods (September 1, 2026 through August 31, 2030), with funding for years two through four not exceeding the year one request. Indirect costs cannot exceed 8 percent of modified total direct costs. A minimum of 10 percent of the total annual budget must support participant and trainee costs. At least 45 percent of annual funding must support experiential learning opportunities, including simulation-based technology purchases and equipment.

Applicants must create or strengthen nursing pathways, provide direct student support through financial assistance and mentoring, develop competency-based curricula incorporating at least three of six specified elements, establish partnerships in non-traditional clinical settings with at least 100 additional clinical hours beyond standard rotations, and use simulation-based technology for clinical skills training. Merit review criteria include need (10 points), response (40 points), performance management (25 points), impact (10 points), resources and capabilities (10 points), and support requested (5 points). Funding preferences are available for applications substantially benefiting rural populations, medically vulnerable populations, or supporting public health nursing needs in state or local health departments. Applications are subject to a 60-page limit and must comply with 2 CFR 200 regulations and the HHS Grants Policy Statement.
