About this opportunity

This federal grant opportunity from the Bureau of Ocean Energy Management (BOEM) seeks concept design, prototype construction, and deployment testing of satellite-borne time of arrival (TOA) receive systems. These receivers will work in tandem with terrestrial and marine transmitters (tags) and auxiliary terrestrial TOA receivers to form a global ultra-low energy positioning system. BOEM is looking for teams with prior demonstrated expertise in both low-power time-of-arrival positioning systems and CubeSat design and mission operations. The information gained from this project will directly support BOEM's environmental assessments and decision documents.

The total estimated funding for this opportunity is $630,000, with individual awards ranging from $160,000 to $210,000 for a 36-month period of performance. BOEM will provide substantial involvement and oversight of the project as part of this cooperative agreement. The application is due by May 3, 2024, and the anticipated award start date is July 10, 2024. This opportunity is funded under the BOEM Environmental Studies (ES) program (CFDA 15.423).
