About this opportunity
The Nonproliferation Scientist Engagement Program is a federal grant opportunity issued by the Department of State Bureau of International Security and Nonproliferation seeking proposals to provide near-term capacity-building and research support to displaced Ukrainian and emigre scientists with dual-use expertise. Eligible applicants include not-for-profit organizations, think tanks, educational institutions, federally funded research centers and for-profit organizations to submit proposals for sustainable civilian research grants, virtual fellowships, knowledge security training, and capacity building support. Proposals will be evaluated based on activities addressing nonproliferation objectives, organizational capabilities, budgets, measurable engagement impacts and diversity considerations, and are due January 31, 2024.
Awards between $200,000 to $1 million will be provided through cooperative agreements for a 12-month period beginning October 2024 to support efforts in Central Asia, the Caucasus, and Ukraine. This opportunity falls under the Global Threat Reduction federal grant program aiming to redirect weapons of mass destruction expertise to peaceful purposes through research support and capacity building initiatives administered according to 2 CFR 200 and relevant terms and conditions.

Update #2 · Latest ·
CTR administers the Nonproliferation Scientist Engagement Program (NSEP). The program provides near-term capacity-building and research support to Ukrainian and other former Soviet émigré civilian scientists, technicians, and engineers (STEs) with dual-use relevant expertise who are geographically displaced or otherwise rendered financially vulnerable to proliferator state exploitation due to Russia's further invasion of Ukraine. The NSEP focuses narrowly on that subset of Ukrainian and emigre STEs who have scientific or engineering expertise that could be redirected and exploited by proliferator states or rogue actors to support nuclear, biological, chemical, or missile programs that could be used to attack the United States and our allies and partners.
