About this opportunity

The National Institute of Justice is soliciting a continuation cooperative agreement application for the Adolescent Brain Cognitive Development: Social Development Sub-study (ABCD-SD), with an SF-424 submission deadline of September 18, 2026. Only the University of Pittsburgh, which received an official invitation letter from NIJ, is eligible to apply.

The award will fund a single cooperative agreement of up to $1,900,000 for a 12-month period beginning January 1, 2027. No match funding is required. The cooperative agreement structure indicates substantial federal involvement in project implementation. A two-step submission process is required: the SF-424 must be filed through Grants.gov by September 18, 2026, at 11:59 p.m. ET, followed by complete application submission through JustGrants by September 21, 2026, at 8:59 p.m. ET. The anticipated notification date is September 30, 2026.

The ABCD-SD Sub-study will support a coordinating center and longitudinal data collection at five sites, incorporating measures of delinquency and victimization to address interactions between substance use, brain development, delinquency, juvenile justice system involvement, and victimization. NIJ intends to fund subsequent waves of data collection via supplements to this award to follow social development into young adulthood.

The proposal narrative is limited to 20 pages and must address statement of the problem (5% of score), project design and implementation (40%), capabilities and competencies (15%), and potential impact (25%). Required deliverables include scholarly publications with author-accepted manuscripts in NIJ-designated repositories, research dissemination products for practitioners and policymakers, and datasets archived through the National Institute on Drug Abuse's Brain Development Cohorts Data Sharing Platform and the National Archive of Criminal Justice Data.

The opportunity is assigned to CFDA 16.560 (National Institute of Justice Research, Evaluation, and Development Project Grants).
