About this file

This is a Notice of Funding Opportunity (NOFO) from the National Institute of Justice (NIJ) for continuation funding of the Adolescent Brain Cognitive Development: Social Development Sub-study (ABCD-SD). The grant provides up to $1,900,000 to support a single cooperative agreement award with the University of Pittsburgh for a 12-month period beginning January 1, 2027. The funding opportunity number is O-NIJ-2026-172757, and the award type is a cooperative agreement, indicating substantial federal involvement in project implementation. This is an invited application opportunity, with only the University of Pittsburgh eligible to apply. The research initiative will incorporate measures of delinquency and victimization at five sites of the ABCD Study, addressing interactions between substance use, brain development, delinquency, juvenile justice involvement, and victimization. NIJ anticipates making yearly supplemental awards to support approximately 10 years of data collection beyond the initial study start date of January 1, 2018.

Applications require a two-step submission process with strict deadlines: the SF-424 form must be submitted through Grants.gov by September 18, 2026, at 11:59 p.m. ET, followed by the complete application submission through JustGrants by September 21, 2026, at 8:59 p.m. ET. The proposal narrative is limited to 20 pages and must include a statement of the problem (5% of score), project design and implementation (40%), capabilities and competencies (15%), and potential impact (25%). Required deliverables include scholarly publications with author-accepted manuscripts deposited in NIJ-designated repositories, research dissemination products for practitioners and policymakers, and data sets archived through the National Institute on Drug Abuse's Brain Development Cohorts Data Sharing Platform and the National Archive of Criminal Justice Data. Applicants must submit biographical sketches and current/pending support forms for principal and co-investigators, a detailed budget with cost justifications, human subjects protection documentation, and a data management and archiving plan. The anticipated notification date is September 30, 2026. Match funding is not required. Contact information for questions is provided for the NIJ program officer (Kaitlyn Sill, Ph.D., Senior Social Science Analyst, 202-305-5552, Kaitlyn.sill@usdoj.gov) and help desks for Grants.gov, JustGrants, and SAM.gov.

NIJ FY 2026 Invited to Apply - Adolescent Brain Cognitive Development: Social Development Sub-study (ABCD-SD)

1. BASIC INFORMATION

Purpose of the Funding

The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S.

Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.

This is a notice of funding opportunity (NOFO) for the NIJ FY 2026 Invited to Apply - Adolescent Brain Cognitive Development: Social Development Sub-study (ABCD-SD).

This opportunity seeks to provide continuation funding for a sub-study that incorporates measures of delinquency and victimization at five sites of the Adolescent Brain Cognitive Development (ABCD) Study funded by the National Institute on Drug Abuse (NIDA). The ABCD: SD Sub-study will address key questions on the interactions between substance use, brain development, delinquency, juvenile justice system involvement, and victimization.

Continuation funding under this supplemental grant award will support a coordinating center and longitudinal collection of data at five sites. NIJ intends to fund subsequent waves of data collection via supplements to this award in order to follow the social development of children into young adulthood. NIJ anticipates making yearly supplemental awards to support up to approximately 10 years beyond the initial start date of this study on January 1, 2018, depending on the duration of the main, NIDA-funded ABCD study.

See the Eligible Applicants section for eligibility details.

Goal: Support a coordinating site to manage the multi-site ABCD-SD Sub-study.

• Objective 1: Incorporate measures of delinquency and victimization at five sites of the Adolescent Brain Cognitive Development Study.

• Objective 2: Provide high-quality research on the nexus between social development, substance use, participation in delinquency, victimization experiences, and brain development.

For a description of how awards under this NOFO will contribute to achieving these goals and objectives, see the Performance Reports section below.

Expected Outcomes

NIJ expects recipients to submit deliverables and performance reports, as described below. Read the Application Resource Guide for more information. NIJ will measure success by reviewing a recipient’s submission of performance reports and data and the extent to which project implementation reflects progress toward the goals and objectives of this NOFO.

Deliverables

Recipients will be expected to deliver the following:

U.S. Department of Justice | Office of Justice Programs | National Institute of Justice | 5 https://www.ojp.gov/doj-financial-guide-2024 https://www.ojp.gov/funding/apply/ojp-grant-application-resource-guide#general-information-about-post-federal-award-reporting-requireme

• Data Sets and Associated Files and Documentation resulting in whole or in part from their funded research and the associated files and documentation to ensure the preservation, availability, and transparency of data collected through the awards it funds.

The grant recipient will be expected to archive all data sets that result in whole or in part from the work funded by the ABCD-SD award, along with associated files and any documentation necessary for future efforts by other researchers to reproduce the project’s findings. Data should be archived in conjunction with the overall ABCD Study through the National Institute on Drug Abuse at the National Institutes Health (NIH) Brain Development Cohorts (NBDC) Data Sharing Platform on an annual basis. The grant recipient will also establish a study page at the National Archive of Criminal Justice Data (NACJD) which provides study documentation and linkage to the NBCD data archive.

For more information on this requirement please review the information found here Data Archiving.

Performance Reports

OJP requires recipients to submit regular performance reports that communicate progress toward achieving Program Goals and Objectives. Read information on performance reporting.

For NIJ’s post award reporting requirements please review Post-Award Requirements for

Research, Development, and Evaluation Grants.

A list of performance measure questions for this funding opportunity can be found at Performance Measures for Award Recipients.

Substantial Involvement of Federal Agency: OJP expects to make some or all awards under this NOFO as cooperative agreements, which allows OJP to have substantial involvement in carrying out the project.
