About this opportunity
The National Institute of Justice, within the Department of Justice Office of Justice Programs, is soliciting applications for a cooperative agreement to evaluate the effectiveness of programs funded under FYs 2022-2026 Bureau of Justice Assistance Byrne State Crisis Intervention Program (SCIP) NOFOs, with SF-424 submissions due November 16, 2026 via Grants.gov and full applications due November 23, 2026 via JustGrants. Applications must include both phases of a two-phased evaluation strategy, and applications that omit either phase are not responsive.
Eligible applicants include county governments, city/township governments, state governments, federally recognized tribal governments, tribal organizations (not federally recognized), other units of local government, special district governments, small businesses, non-501(c)(3) nonprofits, 501(c)(3) nonprofits, public and private higher education institutions, and for-profit organizations. Applicants may assess multiple program areas where applicable and must state the program area(s) on the title page.
NIJ anticipates at least one award per topic area, four awards total, with a total anticipated funding amount of $23,773,974 and awards of up to $5,943,493 each. Anticipated award date is January 1, 2027, with a period of performance of up to 48 months.
Phase I consists of evaluability assessments of up to eight site-level programs over 15 months, covering program description, implementation assessment, logic model development, data availability, primary data collection tool development, feasibility, power analysis, and outcome identification. Phase II is a multi-site effectiveness evaluation of violence and suicide prevention over 33 months, contingent on successful Phase I completion and human subjects clearance. Grantees may not obligate more than 10% of budgeted funds for each phase until NIJ approves revised plans.
Program areas include law enforcement crisis interventions, court-based programming, referrals to treatment for people in crisis, and extreme risk protection order (ERPO) programs, including mental health, drug, and veterans treatment courts. Deliverables include evaluability assessment reports, site profiles, research reports, scholarly publications, data archiving, and annual progress reports to BJA for congressional reporting.
The NOFO is assigned to CFDA 16.560, National Institute of Justice Research, Evaluation, and Development Project Grants. The source does not name an incumbent recipient.
Synopsis
This is a notice of funding opportunity (NOFO) for the NIJ FY 2026 Evaluation of the Effectiveness of the Bureau of Justice Assistance (BJA) Byrne State Crisis Intervention Program (SCIP).1 This opportunity will support research and evaluation to assess the effectiveness of programs funded under FYs 2022-2026 BJA's Byrne SCIP NOFOs. BJA's Byrne SCIP provides funding for the creation or enhancement of state crisis intervention court proceedings and related programs or initiatives, including extreme risk protection order (ERPO) programs, as well as mental health courts, drug courts, and veterans treatment courts. Such programs or initiatives can include, but are not limited to: 1) Law enforcement crisis interventions; 2) Court-based programming; 3) Referrals to treatment for people in crisis; and 4) ERPO programs. Applicants may apply to assess multiple program areas where applicable. NIJ anticipates making at least one award per topic area for a total of 4 awards. Applicants should clearly state the program area(s) on the title page. This NOFO invites applications proposing a two-phased evaluation strategy to assess Byrne SCIP. The approach includes: • Phase I: Evaluability Assessments. • Phase II: An Evaluation of the Byrne SCIP's Effectiveness. Applications to this NOFO should include both phases. Applications that do not meet this requirement would not be considered responsive to this funding opportunity.
Eligibility
Other Units of Local Government: For the purposes of this notice of funding opportunity, other units of local government include towns, boroughs, parishes, villages, or other general purpose political subdivisions of a state.
