NIJ FY 2026 Evaluation of the Effectiveness of the Bureau of Justice Assistance (BJA) Byrne State Crisis Intervention

1. BASIC INFORMATION

Purpose of the Funding

The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis. OJP supports DOJ’s commitment to Gold Standard Science and scientific integrity.

This is a notice of funding opportunity (NOFO) for the NIJ FY 2026 Evaluation of the Effectiveness of the Bureau of Justice Assistance (BJA) Byrne State Crisis Intervention Program (SCIP). 1 This opportunity will support research and evaluation to assess the effectiveness of programs funded under FYs 2022-2026 BJA’s Byrne SCIP NOFOs.

BJA’s Byrne SCIP provides funding for the creation or enhancement of state crisis intervention court proceedings and related programs or initiatives, including extreme risk protection order (ERPO) programs, as well as mental health courts, drug courts, and veterans treatment courts. Such programs or initiatives can include, but are not limited to:

1) Law enforcement crisis interventions;

2) Court-based programming;

3) Referrals to treatment for people in crisis; and

4) ERPO programs.

Applicants may apply to assess multiple program areas where applicable. NIJ anticipates making at least one award per topic area for a total of 4 awards. Applicants should clearly state the program area(s) on the title page.

This NOFO invites applications proposing a two-phased evaluation strategy to assess Byrne SCIP. The approach includes:

• Phase I: Evaluability Assessments

• Phase II: An Evaluation of the Byrne SCIP’s Effectiveness

Applications to this NOFO should include both phases. Applications that do not meet this requirement would not be considered responsive to this funding opportunity.

Phase I: Evaluability Assessments

1 For more information about BJA’s Byrne SCIP, see https://bja.ojp.gov/program/byrne-scip/overview.

NIJ FY 2026 Evaluation of the Effectiveness of the Bureau of Justice Assistance (BJA) Byrne State Crisis Intervention

For Phase I, applicants should propose a rigorous research design to assess up to eight

(8) site-level programs. An application that includes assessment of statewide SCIP programs, all BJA SCIP grantees, or an individual BJA SCIP grantee would not be responsive to this funding opportunity. Phase I activities should include an evaluability assessment plan of one or more of the four areas funded under Byrne SCIP. Applicants are not required to identify programs at the time of application; however, if programs are identified, supporting documents (e.g., letters of support) should be included. The final programs to be assessed will be determined by NIJ and BJA at a later date, and the final number of programs to be included in an evaluability assessment project may change.

Applicants should include an evaluability assessment plan that outlines their approach to, but would not be limited to, the following tasks:

• Descriptions of Program Activities. Assess program activities at selected Byrne SCIP sites that aim to prevent or reduce crime and violence, with a particular focus on gun violence. This should include, at a minimum, program strategies and implementation, site-level collaborations, coordination with complementary violence prevention efforts, when applicable, and the site’s logic model. Applicants are encouraged to define parameters to appropriately scope the assessment.

• Assessment of Program Maturity and Implementation. Assess and document the maturity of program and initiative implementation at each site, including whether efforts involve new program development or the continuation of an existing initiative. Describe the program model and associated implementation fidelity benchmarks.

• Development of a Logic Model. Develop a program logic model that outlines key strategies, inputs, and intended outcomes. Applicants should clearly describe how the proposed programs are expected to contribute to outcomes such as reducing gun violence.

• Assessment of Data Availability and Quality. Assess and document the availability and quality of operational and administrative data at each site. Identify data available or to be collected to measure program activities and outcomes supporting the forthcoming impact evaluation.

• Development of Primary Data Collection Tools. Describe how data collection tools (e.g., interview guides, focus group protocols, etc.) will be developed and used in the evaluability assessment. Applicants that have already developed draft data collection tools should include them with the application.

• Assessment of Evaluation Feasibility. Evaluate each program’s capacity to participate in a rigorous, multi-site, multi-year evaluation. The assessment should include recommendations on site readiness, additional support or resources needed, and the most suitable type of evaluation for each site.

U.S. Department of Justice | Office of Justice Programs | National Institute of Justice | 4

NIJ FY 2026 Evaluation of the Effectiveness of the Bureau of Justice Assistance (BJA) Byrne State Crisis Intervention

• Identification of a Counterfactual. Specify a counterfactual for assessing change, including sample size for the treatment and comparison groups, details on participation and recruitment, etc.

• Power Analysis. Conduct a power analysis to inform the Phase II evaluation, specifying sample sizes needed to detect differences between treatment and control/comparison groups based on anticipated effect sizes. For multi-site evaluations, explain the comparability of interventions, populations, and contexts to justify pooling, and include both pooled and site-specific calculations.

• Assessment of Contamination. Identify potential sources of contamination in the evaluation design and describe strategies to mitigate them and other threats to internal validity.

• Identification of Outcomes. Specify outcome measures for reducing violence and crime, particularly gun violence, and describe the level at which changes will be measured (e.g., jurisdiction, individual, etc.).

A special condition will be attached to the award stipulating that the grantee may not obligate, expend, or drawdown more than 10% of the budgeted amount for Phase I subject to other withholding special conditions, until NIJ approves the revised evaluability assessment plan. No funds will be released for research activities involving the human subjects component of the study until NIJ's human subjects protection officer receives the required documentation and the special conditions placed on the award to protect human subjects are removed.

Completing the Phase I evaluability assessments should not exceed a 15-month performance period. The budget proposed for Phase I activities will be final. No additional funds will be provided for Phase I activities.

Phase II funding will be released at the NIJ Director’s discretion and is contingent on the clearance of human subjects and privacy conditions, as well as the successful completion, submission, and approval of Phase I activities and deliverables.

Phase II: An Evaluation of Byrne SCIP’s Effectiveness

NIJ seeks to assess the effectiveness of the Byrne SCIP programs or initiatives in preventing violence and suicide, as well as information about the variables that influence the effectiveness of site-level programs. For Phase II, proposals should include a rigorous evaluation research design and plan to conduct a multi-site evaluation of Byrne SCIP. Up to eight (8) sites determined to be ready for evaluation based on the Phase I assessment will be included in the Phase II evaluation; however the specific evaluation design for each site may vary based on a number of factors including but not limited to projected sample size, etc. Evaluations should assess both program implementation and program outcomes.

Upon completion of Phase I, the recipient will work with NIJ to revise and finalize the evaluation design plan and budget. The budget should be commensurate with the level of effort for Phase II activities, accounting for factors such as the

U.S. Department of Justice | Office of Justice Programs | National Institute of Justice | 5

NIJ FY 2026 Evaluation of the Effectiveness of the Bureau of Justice Assistance (BJA) Byrne State Crisis Intervention number of evaluation sites, participant sample size, and data collection complexity.

Data collection activities and project timelines should include planning for the possible end of BJA Byrne SCIP program activities on or before September 30, 2029.

A special condition will be attached to all awards made under this NOFO stipulating that the grantee may not obligate, expend, or drawdown more than 10% of the budgeted amount for Phase II, subject to other withholding special conditions, until NIJ approves the revised evaluation plan. No funds will be released for research activities involving the human subjects component of the study until NIJ's human subjects protection officer receives the required documentation and the special conditions placed on the award to protect human subjects are removed.

Completing the Phase II evaluation should not exceed a 33-month performance period. No additional funds will be provided for Phase II activities.

Funding under this NOFO may only be used to cover costs associated with the evaluation but may include reasonable costs incurred by program personnel to support activities directly and exclusively required for the execution of the evaluation (e.g., manual extraction of administrative records).

Proposals submitted under this NOFO must include cost/benefit and cost effectiveness analyses. Applicants are encouraged to review the information found here Applications
