About this opportunity
The National Institutes of Health is soliciting applications for exploratory and developmental research projects under the NIH Exploratory/Developmental Research Project Grant (Parent R21 Clinical Trial Not Allowed) program, with an application due date of January 7, 2028.
Eligible applicants include tribal organizations (both federally and non-federally recognized), 501(c)(3) and non-501(c)(3) nonprofits, state and local governments, higher education institutions (public and private), counties, cities, townships, independent school districts, special districts, public and Indian housing authorities, for-profit organizations, small businesses, and other entities including Alaska Native and Native Hawaiian Serving Institutions, Historically Black Colleges and Universities, Hispanic-serving institutions, Tribally Controlled Colleges and Universities, faith-based and community-based organizations, regional organizations, U.S. territories and possessions, and eligible federal agencies. Foreign organizations are also eligible.
The program funds early-stage and conceptual research projects in biomedical, behavioral, and clinical research. Supported projects may involve considerable risk but are expected to lead to breakthroughs or development of novel techniques, agents, methodologies, models, or applications with potential major impact on a field. The R21 mechanism explicitly excludes clinical trial activity.
The program operates across multiple NIH institutes and centers, with funding available through multiple Assistance Listing numbers including those designated for the National Institute of Diabetes and Digestive and Kidney Diseases, National Institute of Arthritis and Musculoskeletal and Skin Diseases, National Cancer Institute, and National Center for Advancing Translational Sciences, among others.
Applications are reviewed for scientific merit through peer review, followed by secondary review by relevant national advisory councils or boards. Funding decisions are based on scientific and technical merit, program relevance, and program balance consistent with NIH priorities. Standard NIH grant policies apply, including a three-year record retention requirement and audit provisions under 2 CFR 200. The review cycle typically spans approximately ten months from application to funding decision.
