About this opportunity

The Institute of Museum and Library Services is soliciting applications for Native American Library Services Enhancement Grants to support tribal libraries and archival services, with applications due November 13, 2026. Eligible applicants are federally recognized Indian tribes, Alaska Native villages, regional corporations, and village corporations that demonstrate library and archival service capacity. Cost share is optional and not considered in merit review.

Total funding is $3.5 million with an anticipated 25 awards ranging from $50,000 to $150,000, averaging $130,000. Projects begin July 1, 2027, and operate for one to two years through June 30, 2029. Award notifications are anticipated in June 2027, subject to available funds and IMLS discretion.

The program supports four primary objectives: serving community learning needs, improving community well-being, providing access to and preservation of information and collections, and providing emergency or disaster services. Allowable costs include personnel, travel, materials, software, adaptive technologies, training, internships, stipends, and design services. Construction, general fundraising, endowment contributions, and social activities are unallowable.

Applicants must submit required components including SF-424S form, tribal profile, narrative (5–8 pages), schedule of completion, performance measurement plan, IMLS budget form, budget justification, and staff resumes. Conditional requirements include indirect cost rate agreements if applicable and digital products plans for projects generating digital content. All applicants must maintain active registrations with SAM.gov and Grants.gov and obtain a Unique Entity Identifier before applying.

Peer reviewers evaluate eligible and complete applications according to NOFO review criteria. The program operates under CFDA 45.311 (Native American and Native Hawaiian Library Services).
