About this opportunity
The Administration for Community Living is seeking applicants for a cooperative agreement to establish a National Technical Assistance Center on Kinship and Grandfamilies, with applications due July 22, 2026. This is a single-award opportunity with mandatory 25% non-federal cost share (cash or in-kind contributions); federal funding covers no more than 75% of total project costs.
Eligible applicants are domestic public or private nonprofit entities, state and local governments, Indian tribal governments and organizations, faith-based organizations, community-based organizations, hospitals, and institutions of higher education. Awards will provide $750,000 to $1,000,000 per 12-month budget period over a three-year performance period (September 30, 2026 to September 29, 2029), for total program funding of $3,000,000.
The Center must deliver national technical assistance to state units on aging, area agencies on aging, tribal organizations, Native Hawaiian organizations, urban Indian organizations, and nonprofit community-based organizations serving kinship families. Required activities include providing individualized and group-based technical assistance; developing and delivering webinars, toolkits, learning collaboratives, peer exchanges, conference presentations, and written guidance; maintaining dedicated engagement strategies for tribal and Native communities; developing publicly accessible resources on kinship caregiving and grandfamilies; and collecting performance data on reach, technical assistance utilization, stakeholder engagement, systems improvements, and dissemination activities. The Center will advance the National Strategy to Support Family Caregivers by scaling replicable models proven to support grandfamilies and kinship families.
Merit review allocates 10 points for purpose and need, 37 points for approach, 31 points for impact, and 22 points for resources and capabilities including budget. Applications require a 20-page project narrative, budget narrative, organizational chart, resumes, proof of nonprofit status (if applicable), and standard federal forms (SF-424, SF-424A, SF-424B, Key Contacts Form, Lobbying Certification, and Project/Performance Site Location Form). The expected award date is September 30, 2026. This opportunity is funded under CFDA 93.052 (Special Programs for the Aging, Title IV).
Synopsis
The purpose of the National Technical Assistance Center (NTAC) on Kinship and Grandfamilies is to increase the services provided to grandfamilies and kinship families through the National Aging Services Network. This center will increase the National Aging Services Network capacity and effectiveness to support the health and well-being of members of grandfamilies and kinship families, including caregivers, children, and their parents. NTAC will catalyze implementation of the National Strategy to Support Family Caregivers by scaling replicable models proven to support grandfamilies and kinship families in their caregiving roles. The NTAC will do this through collaboration with subject matter experts, provision of technical assistance, resources and training across systems, fostering peer-to-peer learning, and planning responses to emergencies and disasters.
