About this opportunity

The National Professional Development (NPD) Program, administered by the Department of Labor on behalf of the Department of Education, seeks to fund professional development activities that improve classroom instruction for English learners (ELs) and help educators meet high professional standards. Eligible applicants include public and private nonprofit institutions of higher education (IHEs) and public or private entities with relevant experience and capacity, operating in consortia with State Educational Agencies (SEAs) or Local Educational Agencies (LEAs). The program requires an absolute priority for professional development activities improving EL instruction and educator certification, with two additional competitive preference priorities for evidence-based literacy instruction (up to 5 points) and involvement of Indian Tribes or state-designated entities (up to 10 points). Applications are evaluated on four criteria: quality of project design (35 points), quality of management plan (20 points), significance (15 points), and quality of evaluation or evidence-building (30 points), totaling 100 points plus competitive preference points. The Notice of Intent to Apply deadline is May 29, 2026, with the full application deadline of July 14, 2026, and intergovernmental review due by September 12, 2026.

Estimated awards range from $500,000 to $1,000,000 per year with a maximum of $1,000,000 annually, and approximately $49 million in total discretionary grants will support an estimated 10-13 awards nationwide. Projects may span up to 60 months in duration, with no cost-sharing requirement and indirect costs limited to the lesser of actual negotiated rates or 8% of modified total direct costs. Performance must address five specified measures related to participant enrollment, certification attainment, student achievement, completion rates, and use of evidence-based instructional strategies through annual performance reports.
