About this opportunity
The Defense Advanced Research Projects Agency (DARPA) is soliciting applications for innovative solutions in multimodal materials analysis under cooperative agreements, procurement contracts, and Other Transaction Agreements for Prototype, with abstracts due July 8, 2026, at 4:00 p.m. ET and full proposals due subsequently upon abstract selection.
All responsible sources capable of satisfying the Government's needs may apply; educational institutions, nonprofit organizations, and commercial firms are eligible. Research must investigate revolutionary advances in science, devices, or systems; proposals that primarily result in evolutionary improvements to existing state of practice are specifically excluded.
DARPA seeks capabilities combining a single configurable excitation source with multiple detection methods and in-situ data fusion to characterize samples under ambient conditions without sample preparation, determining molecular structure, elemental composition, trace elements, and isotope ratios in organic, inorganic, and special nuclear materials at scales from 0.1 mm to 10 cm. Technical requirements include surface analysis of the top few microns, bulk analysis to 10 cm depth in steel, and field-deployable systems sized for cargo truck platforms with reduced size, weight, and power constraints.
Phase 1 performance spans 18 months with deliverables including quarterly technical reports, prototype delivery, and participation in round-robin studies. Phase 2 extends an additional 18 months with design reviews, optimization reports, demonstrations across five use cases, and final prototype delivery. Performance periods include mandatory kickoff meetings and site visits by the DARPA Program Manager.
University proposers may propose an optional Fundamental Defense Research Talent Award providing up to $150,000 annually for eligible U.S. citizen graduate students or postdoctoral researchers. Proposals must demonstrate feasibility of achieving nominal performance metrics, address major technical risks with mitigation strategies, and specify intellectual property approach. CMMC Level 1 cybersecurity certification is required for procurement contracts at award.
Evaluation emphasizes overall scientific and technical merit, potential contribution and relevance to DARPA mission, offeror capabilities and experience, technology transition plans, and cost realism. DARPA will respond to all conforming abstracts within thirty calendar days with either an invitation to submit a full proposal or notification of non-selection. Award decisions on full proposals typically occur within 60 to 90 days.
This opportunity is funded under CFDA 12.910, Research and Technology Development.
Synopsis
The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative solutions in the technical area of materials analysis, including surface and bulk analysis of molecular structure, elemental composition, trace elements and isotope ratios in samples, to be conducted under ambient conditions, without the need for special sample preparation. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice.
Eligibility
All responsible sources capable of satisfying the Government's needs may submit a proposal that shall be considered by DARPA. See the Eligibility Information section of the BAA for more information.
