About this opportunity
The Department of State Bureau of International Narcotics and Law Enforcement Affairs is soliciting applications for a cooperative agreement to provide travel, logistics, programmatic, and administrative support for INL-Mexico training programs, with applications due July 29, 2026.
Eligible applicants are U.S.-based and foreign-based non-profit and non-governmental organizations with demonstrated experience providing travel-related and logistical support for training, conferences, or similar activities in both Mexico and the United States. Applicants must demonstrate existing partnerships with service providers (airlines, hotels, travel agencies, translation services, insurance providers), bilingual capability in Spanish and English, program implementation experience, and capacity to mobilize resources within tight timelines.
This is a single cooperative agreement with a fixed award of $9.9 million over an initial 24-month period beginning January 2027. The recipient will coordinate approximately 3,000 to 10,000 participants annually across events ranging from small workshops to trainings lasting up to six months. Primary responsibilities include managing travel documents and visas, providing travel advances and reimbursements, arranging airline tickets and ground transportation, securing lodging, organizing event management and facilities, processing meals and refreshments, maintaining participant databases with Leahy Amendment vetting support, and supporting both routine and emergency operational travel with response capability within reasonable timeframes for time-sensitive requests arising with less than 24 hours' notice.
The recipient must maintain adequate cash flow to cover monthly expenses ranging from $300,000 to $1 million and submit monthly burn rate reports, incident reports, and quarterly activity cost summaries. Activity scope covers Mexico, the United States, and Central and South American countries, with specific assignments determined by operational needs and programmatic priorities. The funding source is FY2022 and FY2023 International Narcotics Control and Law Enforcement (INCLE) funds under the Foreign Assistance Act of 1961. This opportunity is assigned to CFDA 19.704, Counter Narcotics. All applicants must obtain a Unique Entity Identifier and register in SAM.gov prior to submission.
