About this file
This is a Questions and Answers document for the Mexico Travel and Logistics Program for Training Support (OFOP0002758), dated June 30, 2026. The document clarifies the scope and operational requirements for this Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) funding opportunity. The NOFO is limited to providing travel, logistics, administrative, and related program support services for INL Mexico's training programs. Specific country assignments will be determined based on operational needs, funding availability, and programmatic priorities during the period of performance, with priority locations being Mexico, the United States, and Central and South American countries. The document confirms that cover pages and tables of contents are excluded from the 25-page proposal narrative limit, and all formatting requirements from the NOFO must be adhered to, including font specifications for tables, graphics, and footnotes.
The recipient is expected to provide administrative support including database management with filtering capabilities to track participants across multiple courses and events, collection and maintenance of participant information for Leahy vetting clearance, and sufficient staffing and operational flexibility to support travel needs outside normal business hours and on weekends. Activity 18 (Operational Travel) covers time-sensitive, mission-critical program needs that may arise with less than 24 hours' notice; recipients are not required to maintain 24-hour on-call personnel but must demonstrate operational readiness to respond to urgent requests within reasonable timeframes. Activity 22 permits procurement of expendable supplies, training materials, equipment, and durable goods, with recipients required to comply with federal property management and inventory requirements for durable goods. Recipients may propose supplementary database or information management systems to support performance, subject to Department of State security requirements and prior written approval from INL.

Questions and Answers for Mexico Travel and Logistics Program for
Training Support - OFOP0002758
June 30, 2026
1. While the NOFO is focused on travel, logistics, and administrative support, there’s interest in understanding whether there are current or planned requirements related to
Cybersecurity workforce development, Cybercrime investigations, Digital forensics, Incident response and threat hunting, Critical infrastructure security or Cyber leadership and management training.
Answer: The scope of this NOFO is limited to the provision of travel, logistics, administrative, and related program support services in support of INL Mexico's training programs. Should INL identify a need for such activities in the future, they would be communicated through a separate funding opportunity or as appropriate.
2. As per Section A, Priority Region/Countries and Project Goal(s) and Objectives, Anticipated Program Scope; priority locations are Mexico, United States, Central, and
South America Countries within INL projects scope. Will the Government please clarify which countries other than Mexico are likely in the project scope?
Answer: Specific country assignments will be determined based on operational needs, funding availability, and programmatic priorities during the period of performance.
Applicants should therefore anticipate flexibility within the broader regional scope as outlined in the NOFO.
3. As per Section D, Project Proposal. Government notes under the Proposal Narrative section that offerors have a 25 page limit. Will the government please exclude the Title
Page and Table of Contents from the page limit?
Answer: Yes, the cover page and table of contents are excluded from the page limit for the
Proposal Narrative.
4. Regarding Activity 18 – Operational Travel, could INL elaborate on the conditions that involve the operational travel? Will we be expected to maintain any kind of operational security given that the travel under this activity is likely sensitive? If travel is likely to be on less than 24 hours notice, will our personnel need to be on call 24 hours/day to ensure that we can address any operational travel needs?
Answer: Operational travel under this activity is intended to support time-sensitive or mission-critical program needs that may arise with less than twenty-four (24) hours’ notice.
Any security considerations associated with such travel will be communicated by INL and carried out in accordance with applicable U.S. Government security policies and post-specific requirements, as appropriate. The recipient is not required to maintain personnel on call twenty-four (24) hours a day. However, as stated in Activity 20 of the NOFO, INL requires that the recipient maintain sufficient staffing and operational flexibility to ensure that staff are available, including outside normal business hours and on weekends, when necessary, to support operational and regular travel needs. Applicants should factor this requirement into their staffing plans and proposed budgets to demonstrate operational readiness and the ability to respond to urgent travel requests within a reasonable timeframe consistent with program needs.
5. Regarding Activity 22 – Procurement of Goods and Services for Activities, could
INL elaborate on the types of goods and services that will most likely need to be purchased?
Will the recipient be expected to purchase durable goods and equipment that we will need to record into our inventory and maintain, or will the purchases most likely be expendable supplies, such as paper, pens, and office supplies? Given the typical timelines for procurement, can the recipient expect that all purchases will not be on an expedited basis?
Answer: Procurement under this activity may include a range of goods and services necessary to support program implementation, depending on operational needs. These procurements may include expendable supplies, training materials, printing services, equipment, and, when required, durable goods. Where durable goods or equipment are procured, recipients must comply with all applicable federal property management, inventory, and tracking requirements. While the recipient should generally expect sufficient time to conduct procurements in accordance with its approved procurement policies and applicable federal regulations, there may be instances in which expedited procurements are necessary to support urgent operational or programmatic requirements.
6. Will DOS/INL allow 10-point Times New Roman font for tables, graphics, and footnotes?
Answer: Please refer to Section D, point 3 – Document Formatting, all Word documents must adhere to the NOFO formatting requirements. This includes text within tables, text boxes, and graphics.
7. Does INL have a requirement or preference regarding the location the award recipient’s offices in Mexico City?
Answer: No. INL does not have a requirement or preference regarding the location of the recipient's offices within Mexico City. However, applicants must demonstrate Operational
Readiness, including the capacity to respond to program requirements, mobilize resources within short implementation timelines, and support urgent travel and logistical requests when necessary.
8. Page 10 – Activity 12: “The recipient shall maintain a database with filtering capabilities that allow identification of participants enrolled in multiple courses, events, or activities scheduled for the same dates.” Will INL allow the grant recipient to build communication bridges between TTS and a local database to maintain travelers’ and activities’ information as up to date as possible.
Answer: As stated in Activity 21 of the NOFO, the recipient will be provided with access to TTS, as required to perform the activities under the award, subject to applicable
Department of State access and security requirements. Applicants may propose the use of a supplementary database or information management system to support performance under the award. Any proposed method for exchanging or synchronizing information between TTS and a recipient-managed system would be subject to applicable Department of State system access and security requirements and prior written approval from INL.
9. Page 12 – Activity 17: “The recipient shall ensure that the approved vetting list is obtained for each event and that all participants have received the required vetting clearance prior to participation.” Is the grant recipient expected to provide any staff support in the information gathering and data recording of possible program beneficiaries in preparation to their Leahy vetting.
Answer: Yes. The recipient is expected to provide administrative support for the collection and maintenance of participant information required to support the Leahy vetting process, as directed by INL. As described in Activities 1 and 17, this includes collecting required participant documentation, maintaining an up-to-date database of participant vetting records, and supporting INL in the management of participant information related to the vetting process.
