Eligible applicants include public and private higher education institutions, tribal governments (both federally and non-federally recognized), 501(c)(3) and non-501(c)(3) nonprofits, small businesses, public or Indian housing authorities, state and local governments, special district governments, independent school districts, for-profit organizations, and other entity types. The program also welcomes applications from Alaska Native and Native Hawaiian Serving Institutions, Asian American Native American Pacific Islander Serving Institutions (AANAPISIs), Hispanic-serving Institutions, Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), faith-based and community-based organizations, eligible federal agencies, regional organizations, non-domestic entities, and U.S. territories or possessions.

Funding flows through multiple Assistance Listing mechanisms aligned with NCI research portfolio categories: Cancer Detection and Diagnosis (93.394), Cancer Treatment (93.395), Cancer Cause and Prevention (93.393), Cancer Control (93.399), Cancer Biology (93.396), and Cancer Centers Support (93.397). Applications undergo evaluation based on scientific merit and significance of proposed objectives, technical adequacy of experimental design and approach, investigator and team competency, facility and resource adequacy, necessity of requested budget components, and relevance to program objectives. Peer review by scientific authorities precedes National Cancer Advisory Board review; all competitive applications compete on the basis of scientific and technical merit, program relevance, and program balance consistent with NCI and NIH priorities and strategic plans.
