About this opportunity

The National Institute of General Medical Sciences (NIGMS) is soliciting applications for the Centers of Biomedical Research Excellence: Development Phase (COBRE-D) program, a limited competition supporting biomedical research capacity building in IDeA-eligible states, with applications due May 26, 2029 on a quarterly rolling basis beginning September 25, 2026.

Eligibility is restricted to institutions located in Alaska, Arkansas, Delaware, Hawaii, Idaho, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Vermont, West Virginia, or Wyoming that award doctoral degrees in health-related sciences or operate as independent biomedical research institutes or medical centers with ongoing NIH- or federally-funded biomedical research programs. Eligible applicants include public and private higher education institutions, 501(c)(3) and non-501(c)(3) nonprofits, and other organizations; foreign organizations and non-domestic components of U.S. organizations are not eligible, though unfunded foreign components are permitted with prior approval. Only one application per eligible institution is permitted.

Award budgets are limited to $400,000 in direct costs for Year 1 and $1.8 million in direct costs for Years 2–5. The period of performance is five years. Required application components include an Overall component with justification and management plans, an Administrative Core (maximum $1.3 million annually for Years 2–5) handling operations and faculty recruitment, and a Faculty Development Core supporting professional development and mentoring. Applicants may submit up to two optional Research Cores for infrastructure support.

COBRE-D targets institutions with limited existing infrastructure or expertise in broad scientific areas of strategic importance. The program emphasizes recruitment and mentoring of early-career investigators through supplemental start-up packages for new hires, research facility establishment, and enhanced research administration support services. The Program Director/Principal Investigator must hold at least one active, peer-reviewed externally funded research grant in the proposed scientific area and demonstrate mentoring experience.

Applications undergo peer review based on scientific and technical merit. The program serves as a pathway to the Centers of Biomedical Research Excellence: Expansion/Sustainability Phases (COBRE-E/S). CFDA 93.859.

Synopsis

The Institutional Development Awards (IDeA) program supports biomedical research capacity building in states that have historically received low levels of NIH funding. The Centers of Biomedical Research Excellence: Development Phase (COBRE-D) program supports institutions in IDeA states to increase their biomedical research capacity in a broad scientific area of strategic importance to them but for which they have limited existing infrastructure or expertise.COBRE-D supports a long-term institutional vision focused on the recruitment and mentoring of early-career investigators with supplemental start-up packages for new hires, the establishment of research facilities, and enhancement of research administration support services. This program serves as an on-ramp for less-resourced institutions to the Centers of Biomedical Research Excellence: Expansion/Sustainability Phases (COBRE-E/S) program. This is a Notice of Funding Opportunity (NOFO) for a Limited Competition that will invite application(s) from eligible organization(s) to apply. Please see Section III. Eligibility for additional information. In accordance with NIH standard peer-review processes, the application(s) will be peer-reviewed, and only meritorious application(s) will be considered.
