About this opportunity

The U.S. Department of State Bureau of Democracy, Human Rights and Labor is soliciting grant applications for projects supporting early warning early response systems to prevent, mitigate, and respond to atrocities and promote peace and security in Sudan, with applications due August 17, 2026.

Eligible applicants include not-for-profit organizations (including think tanks and NGOs), public and private educational institutions, and for-profit organizations. All organizations must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Cost sharing is not required. DRL will award 1–2 grants ranging from $1 million to $1,973,359 in total available funding. Projects must be completed within 18–36 months, with an anticipated start date of September 30, 2026.

Funded projects must address two core objectives: improving detection of and response to early warning signs of violence through establishing EWER systems, conflict monitors, data analysis, and locally-led response initiatives; and strengthening coordination mechanisms between local and high-level actors through monthly risk assessments, actionable warning communications, truce monitoring collaboration, and policy development. Applicants must allocate at least 25 percent of budget toward Early Response Initiatives, identify 1–2 subrecipients with commitment letters, provide robust translation costs, and demonstrate clear performance indicators and monitoring and evaluation plans.

DRL will review applications against criteria including program quality and feasibility, organizational capacity, planning ability, budget reasonableness, monitoring and evaluation strength, and sustainability potential. Applicants are encouraged to demonstrate existing partnerships with in-country stakeholders or capacity to develop them. Each organization may submit only one proposal. Applications must be submitted electronically through Grants.gov or MyGrants.

This opportunity falls under Assistance Listing 19.345, International Programs to Support Democracy, Human Rights and Labor.
