About this opportunity
The U.S. Department of State Bureau of Democracy, Human Rights, and Labor is soliciting applications for grants supporting early warning and early response systems to prevent and mitigate atrocities and promote peace and security in Sudan, with applications due August 17, 2026 at 11:59 PM EDT.
The funding opportunity will award 1–2 grants ranging from $1,000,000 to $1,973,359, with total available funding of $1,973,359. Eligible applicants include not-for-profit organizations, think tanks, civil society organizations, public and private educational institutions, and for-profit organizations. Applicants are limited to one proposal per organization and may form consortia with a designated lead applicant and sub-award partners. All organizations must obtain a Unique Entity Identifier and register in SAM.gov before submission.
Projects must run 18–36 months, with an anticipated start date of September 30, 2026. Work is performed in Sudan.
Competitive proposals must address two primary objectives: improving detection of and response to early warning signs of violence in conflict-affected communities through established early warning/early response systems, local monitoring, and early response initiatives with at least 25 percent of budget allocation; and strengthening coordination mechanisms between local and high-level actors through monthly risk assessments, actionable warning communications, and policy recommendations to support White House-led peace efforts. Applications must include clear performance indicators, monitoring and evaluation plans, beneficiary feedback mechanisms, nonpartisan activities, and evidence-based theories of change.
Required submissions include SF-424 forms, a 15-page maximum proposal narrative, budget justification, and letters of support from partners. Proposals must be submitted electronically through Grants.gov or MyGrants. Post-award requirements include quarterly financial and progress reporting through MyGrants and compliance with 2 CFR 200 and Promoting Human Flourishing in Foreign Assistance policies.
This opportunity is funded under CFDA 19.345, International Programs to Support Democracy, Human Rights and Labor.
Synopsis
