About this opportunity

The Lead Hazard Reduction (LHR) Grant Program, administered by the Department of Housing and Urban Development (HUD), seeks to protect children under six from lead poisoning by assisting state, city, county, and tribal governments in identifying and controlling lead-based paint hazards in eligible privately-owned rental and owner-occupied housing. Eligible applicants include city/township governments, county governments, special district governments, state governments, and federally recognized tribal governments focused on housing safety. The program requires applicants to spend at least 65% of funds on lead hazard control activities, maintain a minimum 10% match, and limit administrative costs to 10% of the grant award. Evaluation criteria will likely focus on comprehensive approaches to lead hazard identification, control strategies, and potential health impact. The application deadline is August 14, 2025, with an anticipated award date of September 15, 2025.

The grant opportunity provides approximately $364,500,000 in total funding, with individual grant awards ranging from $4,000,000 to $7,000,000, depending on the applicant's jurisdiction and previous grant history. Funding is divided into three primary categories: $120,100,000 for Lead Hazard Reduction Demonstration grants, $203,000,000 for Lead-Based Paint Hazard Control grants, and $41,400,000 for Healthy Homes Supplemental activities. The performance period for awarded grants is 48 months, allowing recipients substantial time to implement comprehensive lead hazard control and healthy homes initiatives. Grants will support activities in privately-owned housing, with a specific focus on protecting low-income families and children under six years old from lead-based paint hazards.

Synopsis

The purpose of the Lead Hazard Reduction (LHR) Grant Program is to maximize the number of children under the age of six protected from lead poisoning by assisting states, cities, counties/parishes, Native American Tribes or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing populations. In addition, there is Healthy Homes Supplemental funding available that is intended to enhance the lead-based paint hazard control activities by comprehensively identifying and addressing other housing hazards that affect occupant health in homes with lead-based paint hazards being treated under the grant.
