About this file

This document is a Finding of No Significant Impact (FONSI) for the Fiscal Year 2025 Lead Hazard Reduction Grant Program with Healthy Homes Supplemental funding (FR-6900-N-13) issued by the U.S. Department of Housing and Urban Development (HUD). The environmental assessment confirms that the grant program does not constitute a major federal action with significant environmental impact, and the previous year's environmental assessment (FR-6800-N-13) remains applicable.

The grant program is authorized under the Residential Lead-Based Paint Hazard Reduction Act of 1992 and the Housing and Urban Development Act of 1970, with funding provided by the Consolidated Appropriations Acts of 2023 and 2024 and the Full-Year Continuing Appropriations and Extensions Act of 2025. The document includes concurrences and approvals from key HUD officials, including David E. Robbins (Program Environmental Clearance Officer), Christopher H. Hartenau (Environmental Clearance Officer), Peter Huber (Acting Director of Environment and Energy), and Matthew E. Ammon (Director of the Office of Lead Hazard Control and Healthy Homes).

MEMORANDUM FOR: Matthew E. Ammon, Director, Office of Lead Hazard Control and

Healthy Homes, L

FROM: David E. Robbins, Program Environmental Clearance Officer, Office of Lead Hazard Control and Healthy Homes, L

SUBJECT: Environmental Assessment and Finding of No Significant Impact under the National Environmental Policy Act – Notice of Funding Availability for Fiscal Year 2025:

Lead Hazard Reduction Grant Program FR-6900-N-13

It is the finding of this Office that the updated content of the subject Notice FR-6900-N- 13 does not represent a substantive or significant change to the content of the previously published Notice FR-6800-N-13. As such, the following determination remains: the subject Notice does not constitute a major Federal action having an individually or cumulatively significant effect on the human environment and therefore does not require the preparation of an Environmental Impact Statement.

The attached Notice sets out the guidance to govern the Lead Hazard Reduction Grant Program with Healthy Homes Supplemental funding, which is authorized by section 1011 of the Residential Lead- Based Paint Hazard Reduction Act of 1992 (Title X of the Housing and Community Development Act of 1992) (42 U.S.C. 4852), and sections 501 and 502 of the Housing and Urban Development Act of 1970 (12 U.S.C. 1701z-1 and 1701z-2). Funding for this program is provided by the Consolidated Appropriations Act, 2023 (Public Law 117-328, approved December 29, 2022), the Consolidated Appropriations Act, 2024 (Public Law 118-42, approved March 9, 2024), and the Full-Year Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4, approved March 15, 2025).

This brief Environmental Assessment and Finding of No Significant Impact provides verification that the attached Environmental Assessment and FONSI for FR-6800-13 remains applicable to this notice FR-6900-N-13.
