About this opportunity

The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is seeking applications from eligible organizations to deliver six law enforcement training courses over a 24-month period in Bosnia and Herzegovina (BiH). The training courses cover critical skills such as active threat (shooter) response, cybercrime investigations, narcotics investigations, criminal intelligence/data analysis, corruption/financial crimes investigations, and digital forensics. Eligible applicants include U.S. and foreign non-profit/NGOs and educational institutions. The application deadline is February 2, 2025, and the anticipated project start date is March 2025. INL will evaluate proposals based on the applicant's experience, technical approach, and cost-effectiveness.

The total funding available for this opportunity is $430,000, with individual award amounts ranging from $375,000 to $430,000. INL prefers a single vendor to deliver all six training courses, though partial proposals covering fewer courses will be considered. Each 5-day training course will have 15-20 students and will be conducted primarily at the state police academy (AEPTM) in Mostar, Bosnia and Herzegovina.
