About this opportunity
The Jobs for Veterans State Grants (JVSG) program, administered by the Department of Labor's Veterans Employment and Training Service (VETS), seeks to support state workforce agencies in providing specialized employment services for veterans. The grant focuses on funding positions such as Disabled Veterans' Outreach Program (DVOP) specialists, Local Veterans' Employment Representatives (LVER), and consolidated DVOP/LVER staff who deliver individualized career services to veterans facing significant employment barriers. Applicants must be state governments and must submit a comprehensive application package by November 1, 2025, including a transmittal memo, Standard Form 424, VETS-401 JVSG Budget Information Summary, VETS-501 Staffing Directory, an approved four-year JVSG State Plan, and an indirect cost rate document. The evaluation of applications will be based on criteria outlined in the annual funding guidance, with review and recommendations from VETS Regional Administrators and Directors for Veterans' Employment and Training. The application must be completed and submitted through the GrantSolutions automated grant management system by the first Friday in August.
The grant awards are formula-based, with estimated funding allocations calculated using a specific formula and typically ranging from approximately $143,000 to $26.6 million. The performance period for these grants is 27 months, and funding is distributed to all 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, and Guam. Grant recipients are required to follow current policy, maintain cost accounting, time keeping, and performance records in accordance with the grant agreement, and adhere to Title 38, United States Code, Chapter 41, and 20 CFR 1001 regulations. The funding is typically disbursed approximately 90 days after the application due date, contingent upon VETS receiving a complete, valid application package and after the continuing resolution or annual appropriation bill is signed.
Synopsis
The JVSG program supports the Disabled Veterans' Outreach Program (DVOP) specialist position, Local Veterans' Employment Representative (LVER) staff, and consolidated DVOP/LVER (CODL) staff. DVOP specialists provide individualized career services to veterans with employment barriers with the maximum emphasis directed toward serving veterans who are economically or educationally disadvantaged. Local Veterans' Employment Representatives conduct outreach to employers and business associations and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans and encourage the hiring of disabled veterans. CODL staff serve in a dual role as DVOP and LVER.
