About this opportunity

The Defense Advanced Research Projects Agency (DARPA) Information Processing Techniques Office seeks applicants for revolutionary research addressing topics not covered by ongoing IPTO programs or other published solicitations, with abstract submissions due June 22, 2027 at 2:00 PM ET.

Eligible applicants include educational institutions, nonprofit organizations, and commercial firms. Individuals are not eligible. Cost sharing may be required for Other Transactions agreements under 10 U.S.C. 4022.

DARPA anticipates awarding multiple contracts through procurement contracts, grants, cooperative agreements, and Other Transactions for prototype and research agreements. Recent awards under CFDA 12.910 (Research and Technology Development) have ranged from under $200,000 to several million dollars, with typical performance periods of 12 to 36 months. Award decisions typically require 60 to 90 days from proposal acceptance; expedited timelines apply for high-priority projects.

The solicitation seeks unconventional, revolutionary advances in information and computational science that fundamentally challenge existing practices, explicitly excluding incremental improvements to the state of the art. Three primary thrust areas are AI Innovation and Execution, Inherent Security and Privacy, and Resilient Megasystems. Proposals must demonstrate scientific and technological originality, depth of mission understanding, and operational realism. Evaluation criteria in descending order of importance are overall scientific and technical merit, potential contribution and relevance to DARPA mission, offeror capabilities and related experience, plans and capability to accomplish technology transition, and cost realism.

Full proposals are accepted by invitation only following abstract review. Abstracts are limited to five pages (excluding cover sheet, table of contents, AI utilization disclosure, bibliography, and optional technical papers) and must use mandatory DARPA templates submitted via the Broad Agency Announcement Tool. Proposals involving classified information require prior coordination with IPTOsecurity@darpa.mil and issuance of a DD Form 254. All proposers must maintain active SAM.gov Unique Entity Identifiers and comply with CMMC Level 1 certification requirements at proposal submission.

Synopsis

This Broad Agency Announcement (BAA) seeks revolutionary research ideas for topics not being addressed by ongoing IPTO programs or other published solicitations. Potential proposers are highly encouraged to visit the IPTO technical office page (https://www.darpa.mil/about/offices/ipto) to view current and upcoming IPTO programs and solicitations in order to avoid proposing efforts that duplicate existing activities or that are responsive to other published IPTO solicitations.

Eligibility

All responsible sources capable of satisfying the Government's needs may submit a proposal that shall be considered by DARPA. See the Eligibility Information section of the BAA for more information.
