About this opportunity
The Health Resources and Services Administration is soliciting applications for the Infant-Toddler Court Program State Awards, a cooperative agreement funding opportunity to support implementation of evidence-based court practices that bring together courts, social services, and families to improve safety and healthy development for young children involved with child welfare. This is a forecast announcement with no application due date currently specified.
Any domestic public or private entity is eligible to apply, including independent school districts, tribal governments (federally and non-federally recognized), state and local governments, higher education institutions, and 501(c)(3) and non-501(c)(3) nonprofits. Faith-based and community-based organizations are eligible. For-profit organizations may apply but are prohibited from earning profit from the federal award.
Awardees must implement the evidence-based Infant-Toddler Court approach in targeted communities, ensure successful expansion by disseminating lessons learned to local teams across the state, track program outcomes, and train local ITC teams. The program operates under CFDA 93.110, Special Projects of Regional and National Significance (SPRANS), which typically awards for up to 2 to 5 years with final decisions made 4 to 6 months after application receipt. After initial awards, noncompetitive continuation funding may be available contingent on submission of progress reports, fund availability, and determination that continued funding serves the federal interest.
Eligible applicants should consult their state's designated single point of contact regarding state-level application review processes. Grant accounting records must be maintained for three years after submission of the Federal Financial Report. Nonfederal entities expending $1 million or more in federal awards annually are subject to single or program-specific audits under 2 CFR 200, Subpart F.
Forecast synopsis
The Infant-Toddler Court Program (ITCP) State Awards allow states and communities to support and expand use of enhanced child welfare practices in communities across the country that bring together courts, social services, and families to improve the safety, healthy development, and nurturing relationships of families with young children involved with child welfare. The ITCP State Awards support implementation of the evidence-based ITC approach in targeted communities. Awardees ensure successful implementation and expansion by spreading lessons learned to local teams in the state, tracking program outcomes, and training local ITC teams.
Eligibility
