About this opportunity

The Department of Health and Human Services Health Resources and Services Administration is soliciting applications for the Infant-Toddler Court Program National Resource Center, a cooperative agreement funding opportunity under SPRANS (CFDA 93.110) to support courts, social services, and families in strengthening child welfare practices for young children involved in the system. The opportunity is currently in forecast; no hard application deadline is stated.

Any domestic public or private entity is eligible, including independent school districts, higher education institutions (public and private), city and county governments, tribal governments (federally recognized and non-federally recognized), state governments, 501(c)(3) and non-501(c)(3) nonprofits, for-profit organizations, special district governments, and faith-based and community-based organizations. If a for-profit organization is funded, it is prohibited from earning profit from the federal award.

The program aims to help states and communities strengthen and expand enhanced child welfare practices that bring together courts, social services, and families to improve safety, healthy development, and nurturing relationships for families with young children involved with child welfare. The cooperative agreement structure indicates ongoing partnership with the funding agency rather than standalone project funding.

Competitive awards under SPRANS are typically made for up to 2 to 5 years, subject to fund availability. Following initial awards, annual noncompetitive continuation awards may be made contingent on progress reports and availability of funds. Final funding decisions are issued 4 to 6 months after application receipt. Evaluation criteria vary by specific program; applicants should consult the detailed notice of funding opportunity when released. Grant accounting records must be maintained for three years after submission of the Federal Financial Report.

Forecast synopsis

The Infant-Toddler Court Program's (ITCP) National Resource Center (NRC) helps states and communities to strengthen and expand use of enhanced child welfare practices in communities across the country that bring together courts, social services, and families to improve the safety, healthy development, and nurturing relationships of families with young children involved with the child welfare system.

Eligibility

Any domestic public or private entity, including an Indian tribe or tribal organization (as those terms are defined at 25 U.S.C. 5304) (formerly cited as 25 U.S.C. 450b)) is eligible to apply. See 42 CFR § 51a.3(a). Domestic faith-based and community-based organizations are also eligible to apply. If funded, for-profit organizations are prohibited from earning profit from the federal award (see 2 CFR § 200.400(g)).
