About this opportunity
The Department of Labor Employment and Training Administration is soliciting applications for the Industry-Driven Skills Training Fund Grant Program, with applications due September 5, 2025, and a 45-month period of performance beginning October 1, 2025. This is a second-round opportunity; Round 1 grantees and State Workforce Agencies designated as "at-risk" or subject to grant drawdown restrictions are ineligible.
Eligible applicants are limited to State Workforce Agencies responsible for administering WIOA Title I programs. Approximately $40 million in federal funding will support 5 to 13 awards ranging from $3 million to $8 million per grant, with at least $5 million designated for shipbuilding industry training. No cost share is required.
Grantees must direct a minimum of 90 percent of grant funds to outcomes-based reimbursement to employers for up to 80 percent of actual training costs, with reimbursement occurring upon training completion and when participants retain employment for six months post-training. The remaining 10 percent may support program operations and administrative costs. Eligible training activities include classroom instruction, customized training, and employer-provided work-based learning for newly hired or incumbent workers at least 17 years old and not enrolled in secondary school.
Priority industries are skilled trades, shipbuilding occupations, artificial intelligence infrastructure, advanced manufacturing, nuclear energy, domestic mineral production, aerospace, and information technology. Grantees must collect and report quarterly performance data through the Workforce Integrated Performance System, tracking participating employers, participants completing training, and employment retention rates at six months post-training.
Applications require an eight-page project narrative addressing statement of need (24 evaluation points), implementation and management strategy (10 points), employer outreach and engagement (6 points), employer participation criteria (6 points), employer-driven training approach (10 points), and demonstrated past innovation in workforce training (8 points), totaling 64 points. Following award, grantees receive a 60-day planning phase to finalize program design with Department of Labor oversight.
