About this opportunity
The Bureau of Indian Affairs (BIA), under the Department of the Interior, is soliciting grant proposals to establish and operate off-reservation Indian child and family service programs that stabilize Indian families and Tribes while preventing the permanent removal of Indian children from parental custody. Eligible applicants are Indian organizations (not federally recognized tribal governments) that are legally established, owned or controlled by Indians, or have 51 percent or more Indian members. Required services include systems for regulating Indian foster and adoptive homes, operation of counseling and treatment facilities, family assistance programs (such as homemaker and home counselor services), and guidance and legal representation in child custody proceedings. Applications will be evaluated on four criteria: Executive Summary (30 points), Project Objective and Technical Description (25 points), Deliverable Products (25 points), and Key Personnel and Administration (20 points). The deadline for submitting applications through Grants.gov or GrantSolutions.gov is June 16, 2026, at 11:59 PM Eastern Time.
The BIA will distribute a total of $2,000,000 in funding through approximately 6-10 competitive awards, with individual grant amounts ranging from $150,000 to $300,000 per budget period. The anticipated project period spans two fiscal years, with an anticipated start date of August 4, 2026, and end date of August 3, 2028. Award recipients must submit semi-annual progress reports and annual financial status reports within 30 days of fiscal year-end, with all final products delivered within 120 days of project completion. Cost sharing is voluntary, and no pre-award costs are authorized. Programs will operate on an off-reservation basis to serve Indian families and children living outside traditional tribal lands.
Synopsis
The Secretary of the Interior (Secretary), through the Bureau of Indian Affairs (BIA), is soliciting grants from Indian Organizations to establish and operate off-reservation Indian child and family service programs. The intent of the Indian child and family service programs is to provide services for stabilizing Indian families and Tribes, preventing the breakup of Indian families and, in particular, to ensure that the permanent removal of an Indian child from the custody of his/her Indian parents or Indian custodian should be a last resort.
