About this opportunity

The Centers for Disease Control and Prevention seeks applicants to fund global health security capacity building in Côte d'Ivoire through cooperative agreements, with applications due October 2, 2026. The NOFO is open to higher education institutions (public and private), nonprofits (501(c)(3) and non-501(c)(3)), state and local governments, tribal organizations, small businesses, for-profit organizations, and foreign entities; work must be conducted in Côte d'Ivoire.

Year 1 funding totals $4,000,000 supporting approximately 2 awards across a five-year period with five 12-month budget periods. Component 1 (Core Global Health Security Priorities) carries a $2,000,000 ceiling and is expected to be initially funded; Component 2 (Rapid Small-Scale Response) and Component 3 (Rapid Large-Scale Response) carry ceilings of $5,000,000 and $10,000,000 respectively but may be approved but unfunded pending future appropriations.

The program targets three outcomes: improvement of epidemic prevention including detection of naturally occurring outbreaks and intentional or accidental pathogen releases; rapid early threat detection, characterization, and reporting; and strengthened capacity to respond rapidly and effectively to infectious diseases and public health threats of international concern. Applicants must implement four core strategies: strengthen surveillance systems and real-time data collection; strengthen emergency management and response capacities; strengthen workforce development through the Field Epidemiology Training Program; and support public health programs and health service delivery. The NOFO emphasizes time-driven frameworks such as the 7-1-7 approach (detect within 7 days, notify within 1 day, respond within 7 days).

Merit review allocates 35 points to background and approach, 30 points to evaluation and performance measurement plan, and 35 points to organizational capacity. A 15-point funding preference is available for local partners meeting specified definitions. The CFDA number is 93.318. Expected award date is October 30, 2026.

Synopsis

This Notice of Funding Opportunity (NOFO) seeks to build upon activities funded by CDC to support Global Health Security (GHS) in the Cote d"Ivore through implementation of programs and activities that focus on protecting and improving health globally through partnerships with Ministries of Health and other governmental institutions.
