About this opportunity

The Employment and Training Administration at the U.S. Department of Labor is soliciting applications on behalf of the U.S. Department of Education for the Impact Aid Discretionary Construction Grant Program, with applications due November 10, 2026 and $19 million available. Eligible applicants are Impact Aid Local Educational Agencies that receive formula construction funds, enroll at least 50 percent federally connected children in average daily attendance, have limited bonding capacity as defined in 34 CFR 222.176, and possess a documented school facility emergency posing health or safety hazards as determined by the Secretary; applicants may submit only one application per facility.

Award amounts range from $400,000 to $8,000,000, with an estimated average of $4,750,000 and approximately four awards anticipated. Project periods extend up to 60 months. Eligible uses are direct costs only (no indirect costs permitted) to repair, renovate, alter, or replace school facilities used for free public education; new construction is permitted in limited circumstances, and accessibility improvements under the Americans with Disabilities Act may be included as part of a larger project. Applicants must include a signed independent emergency certification from a licensed building inspector, architect, or engineer.

Grantees must comply with the Build America, Buy America Act domestic sourcing requirements for materials and labor and the Davis-Bacon Act prevailing wage requirements. Selection criteria total 100 points: severity of facility problems (30 points), project urgency (28 points), effects of federal presence (30 points), and ability to respond or pay (12 points). Panel reviewers assess severity and urgency subjectively using a provided rubric; program staff calculate federal presence and financial capacity scores objectively. Applicants must submit three years of Annual Financial Reports documenting available local funds.
