About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID) seeks applicants for up to four Laboratory Centers (LCs) supporting Clinical Trials Networks designed to test prevention and treatment strategies and conduct implementation research to end the HIV epidemic, with application review cycles spanning four to nine months. This is a cooperative agreement opportunity open to a broad range of applicant types, including higher education institutions (public and private), 501(c)(3) and non-501(c)(3) nonprofits, state and local governments, tribal governments and organizations, small businesses, for-profit organizations, faith-based and community-based organizations, regional organizations, and eligible federal agencies.

Each LC will provide laboratory infrastructure and oversight for one or more Clinical Trials Networks, managing site-affiliated clinical and specialized laboratories and ensuring protocol-specified laboratory testing per regulatory standards. LCs must support sample integrity from collection through final testing and storage, implement laboratory data management and tracking systems, select and approve laboratories for network participation, and advance state-of-the-art laboratory assays to increase testing capacity for HIV prevention and treatment research.

Applications will be reviewed for scientific and technical merit by peer review groups and for program relevance by national advisory councils. Merit assessment will encompass the significance, approach, and innovation of the proposed laboratory structure and operations; competency of key personnel; adequacy of resources and facilities; proposed budget; and regulatory compliance measures. Awards are generally made for at least one year with up to four additional years of support contingent on scientific review recommendation, successful annual performance, and fund availability.

The opportunity is authorized under Sections 301 and 405 of the Public Health Service Act (42 USC 241 and 284) and 42 CFR Part 52 and 2 CFR Part 200. CFDA numbers assigned are 93.310 (Trans-NIH Research Support) and 93.855 (Allergy and Infectious Diseases Research).

Forecast synopsis

The National Institute of Allergy and Infectious Diseases (NIAID) seeks to advance its mission by supporting four Clinical Trials Networks (CTNs) each comprised of a Leadership and Operations Center, Statistical and Data Management Center, and Laboratory Center (LC) working with Clinical Trials Units, to test prevention and treatment strategies and conduct implementation research designed to end the HIV epidemic. This NOFO will solicit applications for up to four LCs that will provide laboratory structure and technologies to one or more CTNs and conduct laboratory testing for Network trials, according to regulatory standards. The LC oversees site-affiliated clinical and specialized laboratories and ensures protocol-specified laboratory testing. The LC will: 1) support sample integrity from collection to final testing/storage; 2) use appropriate laboratory data capturing management and tracking systems; 3) select, determine readiness, and approve laboratories; and 4) promote state-of-the-art laboratory assays. The LC will increase testing capacity to meet advances in prevention and treatment of HIV and HIV-related diseases.
