About this opportunity
The Health Resources and Services Administration is forecasting applications for the Healthy Tomorrows Partnership for Children Program (HTPCP), which funds community-based projects that promote access to preventive clinical and public health services for children, under CFDA 93.110 (Special Projects of Regional and National Significance).
Eligible applicants include for-profit organizations, special district governments, 501(c)(3) and non-501(c)(3) nonprofits, state and local governments, independent school districts, public and private higher education institutions, and federally recognized and non-federally recognized tribal governments and organizations. Competitive awards are made for up to 2 to 5 years, subject to availability of funds. After initial awards, annual noncompetitive continuation awards may be made contingent on progress reports, availability of funds, and a determination that continued funding is in the government's best interest. Recent HTPCP awards have ranged from $150 thousand to $3.95 million. Final funding decisions are issued 4 to 6 months after application receipt. All qualified applications are forwarded to an objective review committee; the HRSA program official with delegated authority makes final selections based on committee recommendations and issues a Notice of Award.
Evaluation criteria vary by specific program and are detailed in the individual notice of funding opportunity. Applicants should consult their State's designated single point of contact regarding state-level application requirements if the State has selected the program for review. Grant accounting records must be maintained for 3 years after submission of the Federal Financial Report. Nonfederal entities expending $1 million or more in federal awards annually are subject to single or program-specific audit under 2 CFR 200, Subpart F.
Forecast synopsis
