About this opportunity
The National Institutes of Health (NIH), led by the National Institute on Drug Abuse in partnership with the National Institute on Alcohol Abuse and Alcoholism, National Institute of Neurological Disorders and Stroke, National Center for Complementary and Integrative Health, and National Institute on Aging, is soliciting applications for a single Building Engagement, Assistance, Capacity, Outreach, and Networks (BEACON) Center to coordinate the HEAL Initiative's Integrative Management of Chronic Pain and Opioid Use Disorder for Whole Recovery (IMPOWR) network, with an application deadline of January 26, 2027.
Eligible applicants include higher education institutions (public and private), 501(c)(3) and non-501(c)(3) nonprofits, for-profit organizations, state and local governments, tribal governments (federally recognized and other), special district governments, public or Indian housing authorities, independent school districts, small businesses, faith-based organizations, and regional organizations. Non-domestic entities and foreign components are not eligible. The award is a cooperative agreement structured as a single five-year grant with a maximum total funding of $2.5 million, capped at $1.5 million in direct costs annually.
The BEACON Center will execute network coordination support; capacity building at the intersection of chronic pain, opioid use disorder, and implementation science; annual surveys and qualitative research to understand barriers and attitudes affecting access to integrated service delivery; and resource development for stakeholders to inform sustainability and scalability of evidence-based practices. The center will support a single hybrid type II/III implementation-effectiveness trial focused on collaborative care models and implementation strategies across diverse health settings, engaging peer specialists, clinicians, health system leaders, and payers as key decision-makers.
Applications require multi-component structure with five mandatory cores: Overall, Administrative Core, Research Education Core, Survey and Qualitative Data Core, and Evidence to Clinical Impact Core, each with six-page maximum limits. Awardees must participate in monthly steering committee calls, attend annual in-person network meetings, share de-identified data quarterly, and comply with HEAL Data Sharing Requirements. The funding falls under Assistance Listings 93.279, 93.273, 93.213, 93.866, and 93.853.
Synopsis
The National Institutes of Health (NIH) intends to renew the Integrative Management of chronic Pain and OUD for Whole Recovery (IMPOWR) research network. This renewal consists of individual research projects, which will be supported by a single Coordination Center. This network is intended to test new innovations that integrate evidence based treatments for chronic pain (CP) and opioid use disorder (OUD). This research will characterize or modify factors that impact wide-scale adoption and sustained use of effective treatments at this intersection. The network will be part of the NIH's Helping to End Addiction Long-term (HEAL®) Initiative to speed the development and implementation of scientific solutions to the national opioid public health crisis. The NIH HEAL Initiative will bolster research across NIH to (1) improve treatment and prevention of opioid misuse and OUD and (2) enhance pain management.
This notice of funding opportunity (NOFO) seeks applications for a single Building Engagement, Assistance, Capacity, Outreach, and Networks (BEACON) Center. The BEACON Center will provide overall network coordination support; research education activities to build capacity at the intersection of CP, OUD, and implementation science; annual survey/qualitative activities to understand different barriers and attitudes impacting access and sustained use of integrated CP and OUD service delivery; and develop key resources for stakeholders that can inform/improve sustainability and scalability of evidence-based practices, including findings and resources from IMPOWR Phase I.
