About this opportunity

The National Institutes of Health, through the National Institute on Drug Abuse in partnership with the National Institute on Alcohol Abuse and Alcoholism, National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, National Institute of Mental Health, and National Center for Complementary and Integrative Health, is soliciting applications for research centers to test health system-level strategies for integrated management of chronic pain and opioid use disorder, with application due January 26, 2027. This is a renewal of the HEAL Initiative's IMPOWR Phase II network, which will establish 6 to 8 clinical trials totaling $12 million in federal funding for fiscal year 2027.

Eligible applicants include higher education institutions (public and private), nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, state and local governments, tribal governments (federally recognized and not federally recognized), public or Indian housing authorities, small businesses, faith-based or community-based organizations, regional organizations, non-domestic entities, and eligible federal agencies. No cost share is required.

Individual awards are capped at $900,000 in direct costs annually over a maximum five-year project period. The program supports a coordinated network model with one central Coordination Center and multiple individual research projects. Period of performance begins January 26, 2027.

Studies must employ hybrid implementation-effectiveness designs (Type I, II, or III) testing implementation strategies for established chronic pain and opioid use disorder treatments or providing effectiveness data for novel or emerging treatments. Research addresses health system barriers to integrated care delivery, collaborative care models, roles of peer specialists and clinicians, and optimal service delivery settings. Applications must include Evidence-to-Action Partner and OUD/Pain Partner engagement plans (three pages each), a research project section (twelve pages), and pilot project plans (six pages). Principal investigators commit at least 2.0 person-months annually, participate in monthly steering committee calls, attend annual in-person network meetings, and share de-identified data with the BEACON Coordination Center quarterly.

Peer review occurs through NIH Center for Scientific Review panels with secondary review by the National Advisory Council on Drug Abuse. Evaluation criteria emphasize significance, investigator qualifications, innovation, approach, study design, data management, environment, sustainability, scalability, and meaningful integration of pain and opioid use disorder treatment services within health systems.

This opportunity is assigned to CFDA 93.279 (Drug Use and Addiction Research Programs), with supporting funding authorities under 93.273 (Alcohol Research Programs), 93.853 (Extramural Research Programs in the Neurosciences and Neurological Disorders), and 93.213 (Research and Training in Complementary and Integrative Health).

Synopsis

The National Institutes of Health (NIH) intends to renew the Integrative Management of chronic Pain and OUD for Whole Recovery (IMPOWR) research network. This renewed network will include several individual research projects supported by one central Coordination Center. The goal of the network is to test new and improved approaches for people who have both chronic pain (CP) and opioid use disorder (OUD). These approaches should lead to meaningful improvements in how health systems deliver care.

The network will be part of the NIH's Helping to End Addiction Long-term (HEAL®) Initiative to speed the development and implementation of scientific solutions to the national opioid public health crisis. The NIH HEAL Initiative will bolster research across NIH to (1) improve treatment and prevention of opioid misuse and OUD and (2) enhance pain management.
