About this opportunity

This cooperative agreement seeks to support habitat management and surveys, plant nursery management, and invasive species control at the Defense Fuel Support Point in San Pedro, California. The Naval Facilities Engineering Command is requesting proposals from 501(c)(3) nonprofits to conduct conservation efforts for two federally listed species in accordance with the 2019 USFWS Biological Opinion. Applicants must describe how they will rear native plant species for a butterfly rearing program, collect seeds, control weeds, restore habitat, and conduct vegetative monitoring along established transects, as outlined in the attached statement of work. Proposals are due by March 26, 2024 and will be evaluated based on the selection criteria in the funding announcement.

The funding instrument is a cooperative agreement assigned under the Basic and Applied Scientific Research program with CFDA number 12.300. The place of performance will be at the Defense Fuel Support Point in San Pedro, where applicants are expected to conduct habitat management and surveys, manage a native plant nursery, and control invasive species as described. The announcement did not specify award values available for selected applicants to complete the work.

Synopsis

Overview: There are two federally listed species found at the Defense Fuel Support Point, San Pedro (DFSP): The Palos Verdes blue butterfly (Glaucopsyche lygdamus paloverdesensis; PVB) was listed as endangered by the U.S. Fish and Wildlife Service (USFWS) in 1980 and the coastal California gnatcatcher (Polioptila californica californica (CAGN)) was listed as threatened in 1993. Current conservation efforts are conducted in accordance with the United States Fish and Wildlife Service (USFWS) 2019 Biological Opinion, Formal Section 7 Consultation for Routine Maintenance Operations, DFSP, San Pedro, Los Angeles County, California (FWS-LA-08B0606-08F0704). The principal components of this cooperative agreement are plant rearing of PVB host plants at DFSP for the PVB rearing program, rearing and seed collection of other native plants, weed control, habitat restoration, and vegetative monitoring along established transects. Please see the statement of work, provided as a separate document, for a full description of the project.
