About this opportunity
The Federal Railroad Administration is soliciting applications for a FY27 cooperative agreement making $309.59 million available to the National Railroad Passenger Corporation (Amtrak) for operating, capital, and debt service costs, with applications due November 27, 2026. Amtrak is the only entity eligible to apply, and the funds are available only to Amtrak as directed by authorizing and appropriating statute. Funding derives from the FY2027 Continuing Appropriations and Extensions Act, Pub. L. 119-103, and remains available until January 31, 2030, or until expended.
Applications must include an SF-424, a statement of work, projected operating and capital costs for the upcoming fiscal year for Northeast Corridor and National Network activities (including State-supported and long-distance routes) compared with prior-year actual performance, capital project descriptions with cost estimates and a completion timetable, and a description of the status of efforts to improve Amtrak's safety culture. Applicants must also submit SF-424B and SF-424D assurances and signed FRA assurances and certifications.
FRA reviews the statement of work for technical issues and the budget for appropriate costs and National Environmental Policy Act compliance. Proposals must support the applicant's strategic goals, align with statutory and Secretary of Transportation priorities, and include quantitative or qualitative justification of project prioritization. Environmental clearance is required for the capital portion. Approval typically takes 2-6 weeks. Recipients must comply with 2 CFR Subpart F audit requirements and retain records for three years after closeout under 2 CFR Part 200.
The opportunity is assigned to Assistance Listing 20.315, National Railroad Passenger Corporation Grants.
