About this opportunity
The Federal Railroad Administration (FRA) is seeking a cooperative agreement with Amtrak for fiscal year 2026, offering $379,562,566 to support capital and debt service requirements for Northeast Corridor and National Network rail operations. The grant opportunity requires Amtrak to submit a comprehensive application package including an SF-424, detailed Statement of Work, projected operating and capital cost descriptions, capital project specifications, and documentation demonstrating safety culture improvements. Applicants must provide comparative financial performance data, project cost estimates, completion timelines, and comply with various federal certifications and assurances. Evaluation criteria will focus on alignment with strategic goals, adherence to authorization statutes, and detailed project documentation with quantitative or qualitative justification. The application is due by January 8, 2026, with an anticipated review and approval process lasting between 2-6 weeks.
The funds will be available for use until January 31, 2029, covering activities across Amtrak's entire national rail network, with a specific focus on the Northeast Corridor and National Network infrastructure. The grant supports a wide range of activities including operating expenses, capital maintenance, infrastructure improvements, rolling stock replacement, and safety initiatives. Performance locations will encompass Amtrak's national rail service area, with projects targeting infrastructure modernization, safety enhancements, and operational efficiency. Environmental clearance is required for the capital portion of the program, and Amtrak must retain project-related documentation for three years following the grant agreement.
