About this opportunity
The Federal Railroad Administration (FRA) is seeking a cooperative agreement with Amtrak to distribute $3,130,357,036.58 in fiscal year 2026 supplemental funds under the Infrastructure Investment and Jobs Act. The funding is specifically targeted for national network improvements, including replacement of single-level passenger rolling stock, addressing backlogged capital work, and bringing Amtrak-served stations into full Americans with Disabilities Act compliance. To be considered, Amtrak must submit a comprehensive application package electronically, including the SF-424 application, assurance forms for non-construction and construction programs, a detailed statement of work, and signed U.S. Department of Transportation certification documents. The evaluation will focus on the project's alignment with strategic goals, prioritization justification, and compliance with specific requirements outlined in Section 11202 of the FAST Act. The application deadline is November 18, 2025, with an anticipated review and approval process taking 2-6 weeks.
The grant opportunity covers Amtrak's entire national rail network, with performance locations spanning multiple states and routes. The $3.13 billion in supplemental funds will support critical infrastructure modernization, safety improvements, and operational efficiency efforts. Environmental clearance is required for the capital portion of the program, and Amtrak must retain project-related documentation for three years following the grant agreement. The funds will be used to address capital maintenance, infrastructure improvements, and rolling stock replacement, with a focus on enhancing intercity passenger rail services across the United States. Amtrak is the sole eligible applicant for this grant opportunity, which is part of a broader federal initiative to invest in and improve national passenger rail infrastructure.
