About this opportunity
The Federal Highway Administration is soliciting applications for the Advanced Transportation Technology and Innovation (ATTAIN) Competitive Grant Program with an application deadline of August 11, 2026 at 11:59:59 PM ET. A mandatory 20 percent non-federal cost share is required; applications that do not provide at least this minimum share will be classified as ineligible.
Eligible applicants are state or local governments, transit agencies, metropolitan planning organizations, political subdivisions of state or local government, multijurisdictional groups, and consortiums of research or academic institutions. The program will award up to $120 million total ($60 million per fiscal year) across 5 to 10 recipients per fiscal year, with a maximum award of $12 million per recipient per fiscal year and no statutory minimum. Not less than 20 percent of funding is reserved for rural area projects.
Applicants must deploy, install, and operate advanced transportation technologies to improve safety, mobility, efficiency, system performance, intermodal connectivity, and infrastructure return on investment. Required application materials include completed Standard Forms (SF-424, SF-424A or SF-424C, SF-424B or SF-424D, Grants.gov Lobbying Form, and SF-LLL) and the ATTAIN Competitive Grant Program Application Template with sections on project summary (two pages), project information (three pages), merit criteria responses (six pages), project readiness assessment (four pages), and statutory and DOT priority considerations (two pages).
Evaluation combines merit criteria scoring (addressing core infrastructure, economic competitiveness, reducing roadway traffic congestion, and innovation) with project readiness assessment across technical, financial, and permitting dimensions. Applications are rated as Highly Recommended, Recommended, or Not Recommended. The Secretary will announce award selections during the week of September 14–30, 2026. Performance periods range from 1 to 4 years, with obligation deadlines of September 30, 2028 for FY 2025 funds and September 30, 2029 for FY 2026 funds.
