About this opportunity

The Substance Abuse and Mental Health Services Administration is soliciting applications for cooperative agreements to improve connection and response to 988 contacts (calls, chats, and texts) originating in Tribal communities and/or initiated by American Indians/Alaska Natives, with an application due date of July 17, 2026.

Eligible applicants are Tribal Governments (Federally Recognized), Tribal Organizations (Not Federally Recognized), and Other applicant types. The program targets communities where American Indian and Alaska Native populations experience a suicide rate 91 percent greater than the general population, according to CDC data from 2022.

The 988 Tribal Response program funds improvements to crisis contact center response capacity and connection mechanisms. Funded activities support 24-hour, seven-day-a-week mental and behavioral health crisis intervention services delivered through multiple communication channels. Awards are determined through merit review and program analysis conducted by SAMHSA; specific award ceilings, floors, and numbers of expected awards are not specified in this forecast.

Grant recipients must retain records for three years; records shall be retained beyond the three-year period if final audit has not been completed or findings resolved. Place of performance and period of performance are not specified in this forecast.

The program operates under CFDA 93.00R (988 and Behavioral Health Crisis Services Programs), which also supports the 988 network administrator, state and territorial entities, and the national network of over 200 local independent crisis contact centers.

Synopsis

The purpose of the 988 Tribal response program is to improve connection and response to 988 contacts (including calls, chats, and texts) originating in Tribal communities and/or activated by American Indians/Alaska Natives. American Indian and Alaska Native communities experience a significantly higher suicide risk compared to the general population. CDC reports that in 2022 non-Hispanic Al/AN people had a suicide rate 91% greater than the general population.
