About this opportunity
The U.S. Fish and Wildlife Service is soliciting applications for FY2026 implementation of the Quagga and Zebra Mussel Action Plan in the Western United States, with applications due by 11:59 PM ET on October 24, 2026, through grantsolutions.gov. All legal entities are eligible to apply; projects must focus on Western waters within the boundaries of the Western Regional Panel (North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, Texas, Montana, Wyoming, Colorado, New Mexico, Idaho, Utah, Arizona, Alaska, Washington, Oregon, Nevada, Hawaii, California). No cost sharing is required. Land acquisition is not fundable.
The program distributes approximately $1,950,000 across an expected 10 awards. Individual award amounts range from a floor of $50,000 to a ceiling of $600,000. Project performance periods are limited to 18 months, with an anticipated start date of November 2, 2026, and end date of November 1, 2027.
Projects must address at least one of five prioritized objectives: protecting western ecosystems through prevention programs at high-risk control points; limiting spread through containment and compliance; increasing outreach and education effectiveness; building capacity for detection and response; or conducting research benefiting these priorities. All projects must align with at least one action item in the Quagga-Zebra Mussel Action Plan 2.0.
Merit review follows a two-step process. Step 1 screens technical acceptability; any proposal receiving an unacceptable rating is eliminated. Step 2 applies point-based scoring on a 0–90 scale across nine criteria: priority alignment, applicant technical experience, geographic scope, watercraft focus areas, complementarity with existing efforts, budget justification, resource leveraging, partnerships, and public outreach components. Required submissions include SF-424, SF-424A, SF-LLL (if applicable), Project Abstract Summary, Project Narrative, and Budget Narrative. Applicants must register with SAM.gov to obtain a Unique Entity Identifier. The funding opportunity number is F26AS00107, authorized under the Nonindigenous Aquatic Nuisance Prevention and Control Act (16 U.S.C. 4723) and assigned to CFDA 15.608.

Update #2 · Latest ·
Quagga and Zebra Mussels are aquatic invasive species that are rapidly expanding their range in the Western United States. Popular recreational reservoirs on or connected to the lower Colorado River are one major source of invasive mussels, which are easily transported via trailered watercraft to areas that have not yet been invaded. This funding opportunity will fund projects in the listed principal areas towards the fulfillment of the top priorities in the Quagga/Zebra Mussel Action Plan for Western U.S. Waters (QZAP 2.0) and will be limited to states within the boundaries of the Western Regional Panel within the United States.
