About this opportunity

The Federal Motor Carrier Safety Administration is seeking applicants for the FY2026 High Priority Program-Commercial Motor Vehicle (HP-CMV) grant with an application deadline of June 17, 2026 at 5 p.m. Eastern Time, with approximately $56.5 million available for an anticipated 40 awards and no cost-share requirement.

Eligible applicants include state government agencies, county and city governments, special district governments, federally recognized tribal governments, public and private institutions of higher education, and 501(c)(3) nonprofit organizations. For-profit organizations and individuals are not eligible. Motor Carrier Safety Assistance Program (MCSAP) lead state agencies may apply for projects that clearly exceed initiatives in their state's Commercial Vehicle Safety Plan.

The maximum funding request per application is $2 million, though exceptional projects above this threshold may be submitted for discretionary consideration. The period of performance extends for three fiscal years, beginning upon execution of the grant agreement. Awards will be issued as grants or cooperative agreements depending on the anticipated degree of federal involvement.

Program objectives include supporting CMV safety programs in high-risk crash corridors, promoting safe movement of hazardous materials, demonstrating new safety technologies, supporting PRISM participation, improving safety data quality, increasing public awareness and education on CMV safety, supporting Skill Performance Evaluation training, and advancing MCSAP lead agency compatibility projects.

FMCSA will review applications based on technical merit, budget analysis, program-specific criteria, past performance, and compliance with DOT Order 2100.7. Applications must include a 35-page project narrative, SF-424 forms, detailed budget narrative, and supporting documentation. All applicants must submit an approved Title VI Program Compliance Plan with the application. Recipients must submit quarterly performance and financial reports and may participate in program evaluations. The CFDA number is 20.244.

Synopsis

The objective of the HP-CMV program is to support, enrich, and evaluate CMV safety programs and to target unsafe driving of CMVs and non-CMVs in areas identified as high-risk crash corridors, promote the safe and secure movement of hazardous materials, improve safety of transportation of goods and passengers in foreign commerce, demonstrate new technologies to improve CMV safety, support participation in the Performance Registration Information Systems Management (PRISM) program, support safety data improvement projects, increase public awareness and education on CMV safety, and otherwise improve CMV safety. See 49 CFR § 350.403.
