About this opportunity
The U.S. Fish and Wildlife Service is seeking grant proposals to address the recent discovery of golden mussels in California's Sacramento-San Joaquin Delta, with a focus on prevention, containment, and research. The funding opportunity targets projects in the Western United States that align with the State of California's Golden Mussel Response Framework, with key objectives including protecting ecosystems, limiting mussel spread, increasing outreach and education, building detection and response capacity, and conducting research on invasive mussel control treatments. Eligible applicants include all legal entities, with proposals to be submitted through GrantSolutions.gov by October 6, 2025. The merit review process will evaluate technical acceptability and use a point-based ranking system considering project alignment with priorities, geographic scope, partnership involvement, public outreach, and complementarity with existing efforts. Technical questions should be directed to barak_shemai@fws.gov or cesar_blanco@fws.gov, with administrative inquiries to trishaeve_verdugo@fws.gov.
The total program funding is approximately $500,000, with an expected 7 awards ranging from $50,000 to $500,000 each. The grant performance period will not exceed 18 months, with anticipated project start and end dates of November 17, 2025, and November 16, 2026, respectively. Projects will be implemented in the Western United States, with a particular focus on areas with high numbers of watercraft and potential for golden mussel spread. The legislative authority for this funding is the Nonindigenous Aquatic Nuisance Prevention and Control Act, and the program is part of the Fish and Aquatic Conservation - Aquatic Invasive Species federal grant program.
Synopsis
Golden Mussels (Limnoperna fortunei) are an aquatic freshwater/brackish invasive bivalve species first discovered in California"s Sacramento-San Joaquin Delta (Delta) on October 2024. This discovery is the first known occurrence of golden mussel in North America and was likely introduced to California via ballast water from a commercial ship traveling from an international port. Now that Golden Mussel are present in the Delta, they can be easily transported via trailered watercraft to areas that have not yet been invaded. This Request for Proposals (RFP) will fund projects in the listed principle areas of the Western United States towards the fulfillment of the top priorities similar to those identified in the State of California"s Golden Mussel Response Framework (April 14, 2025).
