About this opportunity
The USDA Foreign Agricultural Service is seeking applications for the FY2024 McGovern-Dole International Food for Education and Child Nutrition Program. This cooperative agreement program aims to reduce hunger and improve literacy and primary education, especially for girls, through school feeding, teacher training, and related support. Eligible applicants include private voluntary organizations, cooperatives, intergovernmental organizations, developing country governments, and other organizations. Applications will be evaluated on the applicant's approach to achieving the program's objectives, past performance, and ability to implement activities in the priority countries of Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, Guinea-Bissau, Laos, Malawi, and Rwanda. The application deadline is May 13, 2024.
USDA/FAS expects to award up to $270 million in approximately 5-year projects, with individual awards ranging from $10-30 million. Projects must include local and regional procurement (LRP) of agricultural commodities, comprising approximately 10% of the total proposed budget. The program is funded under CFDA 10.608 - Food for Education and will be implemented in low-income, food-deficit countries globally.
Synopsis
USDA/FAS will accept applications for projects in the following priority countries: Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, Guinea-Bissau, Laos, Malawi, and Rwanda. Of these, Angola and El Salvador are countries that do not currently have active McGovern-Dole projects. Applicants are advised to refer to Appendix B: Country Specific Guidance for country-specific information on program emphasis and agency priorities. USDA/FAS will also accept applications for non-priority countries; however, it will prioritize funding applications for the identified priority countries. McGovern-Dole projects are implemented in low-income, food-deficit countries globally.
