About this file

This document is a set of Questions and Answers (Q&A) responding to inquiries received during the week of April 22-26, 2024 regarding the FY2024 McGovern-Dole International Food for Education and Child Nutrition Program Notice of Funding Opportunity (NOFO).

The Q&A addresses several topics, including: 1) the use of custom activities in the FAIS application portal beyond the standard activities listed, 2) the treatment of agriculture production activities under the Local and Regional Procurement (LRP) framework, and 3) the prohibition on requesting past performance references from current McGovern-Dole Branch staff.

The related FY2024 McGovern-Dole NOFO is a cooperative agreement funding opportunity from the USDA Foreign Agricultural Service, with a key objective to reduce hunger and improve literacy and primary education, especially for girls, through school meals, teacher training, and related support. Applications are being accepted for priority countries including Angola, Bangladesh, El Salvador, Ethiopia, Guatemala, Guinea-Bissau, Laos, Malawi, and Rwanda, as well as non-priority countries, with funding to be prioritized for the identified priority countries.

McGovern-Dole FY2024 Notice of Funding Opportunity Questions and Answers

Week of April 22-26

1. Q: When inputting information into the webform on the FAIS application portal, the drop-down menu only has 1 activity under LRP: “Develop Partnerships with Farmer Groups to Supply Food to Schools”. If we have other LRP activities, is it ok to add a custom activity?

A: Please reference page 29 of the NOFO, Plan of Operation. “USDA/FAS encourages Applicants to propose approximately 8-14 focused activities as part of a McGovern-Dole project, with clear activity titles, preferably utilizing the standard activity titles in FAIS”. Any activities not added in the dop down of standard activities can be added as a custom activity.

2. Q: Agriculture production isn’t included under the LRP framework, however in the virtual meeting you mentioned that capacity building is not allowed under LRP. Is it ok to assume that activities on increasing agriculture production will be included under SO2?

A: In the public meeting it was highlighted that the local and regional commodity procurement budget component should not include capacity building costs (activities). Please reference page 44 of the NOFO, ii. Budget Narrative, “The budget should not include costs for LRP capacity building activities, which should be budgeted under the relevant activities with non-LRP administrative funds.”

To the second point, please reference pg. 34 of the NOFO, Monitoring and Evaluation, Results Framework. “Use the McGovern-Dole Program-Level RF as the basis of the Project-Level RF.”

Relating to LRP activities, “Applicants should use the LRP Program’s Program-Level RF (Appendix F) as a starting point to identify the specific desired result of proposed LRP activities and should add custom results as needed.”

3. Q: Can current McGovern-Dole analysts provide past performance references?

A: Please reference pg. 34 of the NOFO, Past Performance Reviews. "Applicants may not request references from current staff in USDA/FAS’s McGovern-Dole Branch.”
