About this opportunity

The U.S. Department of Labor, on behalf of the U.S. Department of Education, is soliciting grant applications to support the Teacher Quality Partnership program, which aims to improve student achievement and teacher quality through partnerships between high-need local educational agencies, schools, and institutions of higher education (IHEs). Applicants must form eligible partnerships that include a high-need LEA, high-need schools or early childhood education programs, and a partner IHE with both a school of education and school of arts and sciences; additional partners such as state educational agencies, businesses, and teacher organizations may be included. The program supports teacher preparation programs at the pre-baccalaureate or fifth-year level, teacher residency programs, and registered apprenticeships as work-based learning pathways for teacher credentialing in high-need schools and subject areas. Evaluation criteria include quality of project design (30 points), evaluation or evidence-building quality (30 points), management plan quality (30 points), and resource adequacy (10 points), with up to 17 additional points available through competitive preference priorities focused on career pathways, evidence-based literacy, and meaningful learning opportunities. The application deadline is June 23, 2026, with an intergovernmental review deadline of August 24, 2026.

Individual awards range from $500,000 to $2 million per 12-month budget period, with an estimated average first-year award of $1 million and total estimated available funds of $70 million. Projects are funded for up to 60 months (five years), with continuation awards subject to availability and approval, and applicants must provide a 100 percent non-federal cost share or matching contribution. Administrative costs may not exceed 2 percent of total funds awarded. Place of performance will be at the successful applicants' locations across the United States.

Synopsis

The Employment and Training Administration at the U.S. Department of Labor (DOL) is soliciting application in support of the administration of the Teacher Quality Partnership (TQP) program on behalf of the U.S. Department of Education (ED). The purpose of the TQP program is to improve student achievement; improve the quality of prospective and new teachers by improving teacher preparation and enhancing professional development to hold teacher preparation programs at institutions of higher education (IHEs) accountable for preparing teachers who meet applicable State certification and licensure requirements; and recruit highly qualified individuals into the teaching force. The TQP program also supports the use of Registered Apprenticeships as a high-quality, work-based learning pathway for preparing and credentialing new teachers based on demonstrated skill and merit, particularly in high-need schools and subject areas experiencing teacher shortages.
